Village of Tilton Board Meeting Minutes AUGUST 19, 2021 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Barrett, Finley, Mitchell, Sheets, Washkowiak and Wear were present. Trustee Washkowiak made a motion to accept the minutes of July 15, 2021, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to pay $7,500.00 to Bryant Industries for rent for Danville Gymnastics Institute. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to send TIF application from Austin Johnson for Vapors Plus to Keith Moran for review and recommendation. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to accept Fehr Grahm proposal for Professional Services, Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to pay Stark Excavating Final payment of $76,209.31, Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to waive Liquor License and Gaming Fees for businesses that were closed during COVID-19 last year, businesses that were still operating, ie gas stations, convenience stores, grocery stores, will not be waived. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for RESOLUTION R2021-0819 - A RESOLUTION CONCERNING RENOVATION AND UPGRADE OF THE VILLAGE’S WASTEWATER TREATMENT PLANT AND COLLECTION SYSTEM TO ADDRESS ONGOING ISSUES OF SEWER BACKFLOW AND OVERFLOW AND TO ACCEPT LOAN L17-3430 FROM IEPA THROUGH ITS REVOLVING FUND LOAN PROGRAM. Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for RESOLUTION R2021-0819-A - PURCHASE OF 3 MOVING RADAR UNITS (RAPTOR RADARS) FOR POLICE SQUAD CARS FOR $4686.00, CURRENT ONES ARE 20 PLUS YEARS OLD AND UNABLE TO CLEAR INTERFERENCE FROM NEW COMPUTERS AND TECHNOLOGY IN SQUADS NOW. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION R2021-0819-B - PURCHASE LOADER LEASE FROM CATERPILLAR FINANCE FOR APPROXIMATLEY $92,000.00. LEASE NEW MINI EXCAVATOR AND BACKHOE FROM CATERPILLAR FINANCIAL FOR $3,332.70 A MONTH FOR 3 YEARS. ALSO KEEPING THE MAINTENANCE AGREEMENT. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to send for review and possible Ordinance draft for ELIMINATION OF GENDER IDENTIFICATION ON BATHROOMS IN PUBLIC BUILDINGS-REPLACE WITH CORRECT ANOTOMICAL DESCRIPTION. Trustees Barrett, Finley, Mitchell, Washkowiak and Wear voted yea. Trustee Sheets voted nay. Motion carried. Trustee Washkowiak made a motion to contract Illini FS for LP Gas for the year at $1.898 per gallon, for 5,000 gallons, with a deposit of $5,000.00. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to adjourn. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried.
