Village of Tilton Board Meeting Minutes SEPTEMBER 16, 2021 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Barrett, Finley, Mitchell, Sheets, Washkowiak and Wear were present. Trustee Sheets made a motion to accept the minutes of August 19, 2021, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to amend agenda to add Contract-A Award to Midwest Asphalt, and to remove #19 and #20, regarding Thomas Park. Trustee Wear second. All six Trustees present voted yea. Motion carried. Department reports given by Chief Phil Bernardi, Chief Butch Fields, Chief Austin and Public Works Director TJ George. Trustee Wear made a motion to hire Sam Bernardi and Thomas Whimmer full time police department. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Swearing in of Sam Bernardi, Tilton Police Department patrolman. Trustee Wear made a motion to approve and pay, Curry Construction Pay Request # 1 for $327,882.70 and Pay Request # 2 for $94,870.14. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to execute Contract A for WWTP to Midwest Asphalt Company. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for Intergovernmental Agreement with Danville Township for mosquito abatement. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to approve Joe Gleisner proposal dated 9 –9-2021 of $5,500.00 for H Street vacation, Fire Station and Thomas Park area. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion for R2021-0916 Resolution for Improvement Under the Illinois Highway Code for work at Georgetown Road and Ross Lane stoplights. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion for renewal of membership in Keep Vermilion County Beautiful for $1000.00. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to add Cassidy Warrick to signature form on Village bank accounts, bringing total to 4, 2 signatures are required on all checks. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to approve the TIF opinions for yearly rebates from Moran Economic Development, Trustee Wear second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to approve the TIF opinion for Tilton Medical Center from Moran Economic Development for flooring of $5,022.13. Trustee Barrett second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion to approve purchase of 8 new police car computers (MDT’s) from MRC Mobile Rugged Computers for $44,392.00. Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to pay Rahn Equipment $16,233.00 for upfit of new police cars. Trustee Finley second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to condemn 112 E 3rd St, 1529 Meitzler and 1531 Lincoln. Trustee Mitchell second. All six Trustees present voted yea. Motion carried. Trustee Wear made a motion for ORDINANCE O2021-0916 – REGARDING PURCHASING PROCESSES AND PROCEDURES. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Sheets made a motion to pay Varsity Striping $11,551.27 to remove old and replace with new striping on Southgate Drive at Georgetown Road. At the request of IDOT. Trustee Washkowiak second. All six Trustees present voted yea. Motion carried. Trustee Barrett made a motion to tear down 1909 S Washington by Thomas Excavating and 1708 S Jefferson by the VOT. Trustee Sheets second. All six Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to recess to Executive Session. Trustee Sheets second. All six Trustees present voted yea. Meeting recessed.
