Village of Tilton Board Meeting Minutes OCTOBER 21, 2021 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak and Wear were present. Trustee Barrett was absent. Trustee Washkowiak made a motion to accept the minutes of September 16, 2021, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to amend agenda, removing #5 and #6 of Business, and adding TIF application from Better Days. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to purchase new extrication equipment for Fire Department from MES for $55,660.00. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to approve repair of the Cardiac Monitor for Ambulance Service, at approximately $2,400.00. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion to approve purchase of two new computers for the two new police squads from Tyler Technologies, for $3,200.00 with addition to the current recurring fees of $791.00 for these two. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Swearing in of new Police Officer Thomas Whimmer was performed. Trustee Washkowiak made a motion to set trick or treating hours for 5p-8pm on October 31, 2021. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion for R2021-1021 AUTHORIZING AN AGREEMENT WITH VAPORS PLUS+, LLC FOR AN EXISTING COMMERCIAL BUILDING RENOVATION PROJECT UTILIZING TAX INCREMENT FINANCING. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion for R2021-1021B AUTHORIZING AN AGREEMENT WITH LUPITA’S FAMILY RESTAURANT FOR AN HVAC IMPROVEMENT PROJECT UTILIZING TAX INCREMENT FINANCING. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to authorize Land Bank to sell 202 Crestwood to Mike Shutes for $3,000.00. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Wear made a motion for Security Ventures to put up new pavilion and band stage at Thomas Park for $57,210.00. Trustee Finely second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion for Alvarez Industrial to sand blast and paint coal cars at Thomas Park for $6,571.20. Trustee Wear second. All five Trustees present voted yea. Motion carried. Trustee Finley made a motion to pay Azavar Audit the remaining contract of $1425.60. Trustee Wear second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to table action on IJN close out and amount due. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Mitchell made a motion for liability and workers compensation insurance for yearly, of quote of $81,866.50, which is small increase from last year and provided its paid by November 1, 2021. Trustee Sheets second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to annex the petition for 1308 Hodge St, Woliung residence. Truste Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to have alleyway by Cliff Cosats property at 1319 King Street, surveyed due to possibility of alleyway on their property. Trustee Mitchell second. All five Trustees present voted yea. Motion carried. Trustee Washkowiak made a motion to evict and condemn 314 Brentwood. Trustee Finley second. All five Trustees present voted yea. Motion carried. Trustee Sheets made a motion to send Better Days Distillery TIF application to Moran Economic for review. Trustee Finley second. All five Trustees present voted yea. Motion carried.
