Village of Tilton Board Meeting Minutes JANUARY 20, 2022 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak and Wear were present. Trustee Barrett is absent. Trustee Wear made a motion to accept the minutes of November 18, 2021, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Mitchell made a motion to amend Agenda, add Change Order for Sewer Plant, Trustee Wear second. All five Trustees voted yea. Motion carried. Trustee Finley made a motion to pay change order for Sewer Plant, Trustee Mitchell second. All five Trustees voted yea. Motion carried. Trustee Finley made a motion to pay Alexis for fire gear and air packs for $19,150.00, Trustee Mitchell second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to purchase Motion Type 3 Safety Vests for Police/Fire/EMS and Public Works for $2,880.00, Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to place 550 Western Snowplow for bid, minimum of $700.00. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to approve purchase Tasers for Police Department for $21.818.01, that’s on payment plan of $2,072.43 monthly for 60 months. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to send submitted Bicycle Ordinance to attorney for review, Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Wear made motion to hire full-time police officer, Amy Kubas. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to place a newly revised budget on display for 30 days. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to table purchase of Lucas Device for Fire Department for time being, second by Trustee Sheets. All five Trustees voted yea, Motion carried. Trustee Wear made a motion to table repayment request of IDOT of $161,064.32 from Ramp Road project until we hear back regarding property on Georgetown Road, and they produce correct numbers. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to approve .25% Cannabis Dispensary Tax, Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to approve ordinance O-2022-0120 ADOPTING GENERAL CODE FOR VILLAGE OF TILTON. Trustee Wear second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to approve easements to Ameren for Atwood/Lincoln and Sewer Plant property. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to place 1523 Meitzler and 1527 Meitzler for public bid, minimum of $3,000.00 for each, with opening of bids on March 17, 2022, meeting. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to signage 1531 Lincoln for demolition, Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to donate a Toughbook Laptop from Police Department to Catlin Police Department, Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to pay Estimate 3 and 4 to Curry Construction for $207,180.32 and pay estimate to Midwest Asphalt for $234,840.10. Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to allow Mayor to sign Pay Estimates, if it's not an add-on, with add-on's needing board approval. Trustee Finley second. All five Trustees voted yea.
