Village of Tilton Board Meeting Minutes APRIL 21, 2022 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Barrett, Finley, Mitchell, Sheets, Washkowiak and Wear were present. Trustee Sheets made a motion to accept the minutes of March 17, 2022, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Washkowiak second. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to place out for bids, fencing for the gun range. Trustee Washkowiak second. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to set Village Wide Clean Up Days for Seniors May 23-27, 2022 and resident drop off on May 28, 2022. Trustee Sheets second. All six Trustees voted yea. Motion carried. Trustee Sheets made motion for GM property sewer extension for $13,000.00. Trustee Wear second. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to contract with Midwest K9 for training of a police canine. Trustee Sheets second. Trustee Barrett voted nay, remaining five Trustees voted yea. Motion carried. Trustee Barrett made a motion for ORDINANCE O2022-0421B OFFENSES AGAINST PERSON, Trustee Mitchell second. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion for ORDINANCE O2022-0421C OFFENSES PERTAINING TO PROPERTY. Trustee Washkowiak second. All six Trustees voted yea. Motion carried. Trustee Barrett made a motion for ORDINANCE O2022-0421D OFFENSES AGAINST PUBLIC ORDER. Trustee Finley second. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to place proposed FYE2023 Village of Tilton Budget on display for 30 days. Trustee Sheets second. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to pay Engineering fees $31,845.00 for November through end of March, Trustee Barrett second. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion for ORDINANCE O-2022-041 AND ORDINANCE AMENDING ORDINANCE O-2020-0220-B, 2005-0526B AND ORDINANCE 2010-0715A ENTITLED AN ORDINANCE IMPOSING A MOTOR FUEL TAX IN THE VILLAGE OF TILTON. Trustee Finley second. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion for Gleisner Engineering for storm sewer evaluation from Florence to Melrose, between Crestwood and Delwood. Trustee Mitchell second. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to send Paw A Day TIF Application to Moran Economic Development for evaluation and recommendation. Trustee Sheets second. All six Trustees voted yea. Motion carried. Trustee Wear made a motion for Intergovernmental Agreement with Village of Catlin for Sewer Plant Operator. Trustee Finley second. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion for Fehr Graham to prepare bid specs for Thomas Park sidewalk and bathrooms at ballpark. Trustee Wear second. All six Trustees voted yea. Motion carried.
