Village of Tilton Board Meeting Minutes JULY 21, 2022 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak, and Wear were present. Trustee Barrett absent due to passing away July 20, 2022 Trustee Sheets made a motion to accept the minutes of June 16, 2022, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Mitchell second. All five Trustees voted yea. Motion carried. Trustee Mitchell made motion to purchase 67 new street name signs for Village streets from Progressive Chemical for $2,946.66, Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion to purchase one server and one in car camera system for police department for $12,510.00, with integration of further car cameras and body cameras for rest of the department in the future, Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to pay Curry Pay Request #8 of $294,277.50, Curry Pay Request #9 of $50,287.70 and Midwest Asphalt Pay Request # 3 of $212,422.38, for sewer project, when funds are received from State of Illinois. Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION 2022-0721 - A RESOLUTION APPROVING A LETTER OF INTENT BETWEEN THE VILLAGE AND ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE TRANSFER OF RIGHT-OF-WAY (PARCELS 1 AND 4-IL52023506), Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION 2022-0721A - RESOLUTION R2022-0721A –A RESOLUTION APPROVING A LETTER OF INTENT BETWEEN THE VILLAGE AND ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE TRANSFER OF RIGHT-OF-WAY (PARCELS 2, 3 AND 5-IL52023505), Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION R2022-0721B - RESOLUTION AUTHORIZING AN AGREEMENT WITH PAW-A-DAY INN K9 SUITES LLC FOR AN EXISTING COMMERCIAL BUILDING EXPANSION PROJECT UTILIZING TAX INCREMENT FUNDING. Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Sheets made motion for quotes from Haley Electric for $22,000.00 for streetlights on Herschel Lane, $23,000.00 for fishing dock light at Herschel Lake and $10,700.00 for boat dock light. Trustee Finley second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to amend Ordinance for Dumpster Enclosure requirements to include single family residential. Trustee Wear second. All five Trustees voted yea. Motion carried. Trustee Sheets made a motion to amend Property Maintenance Code regarding weeds, grass, vehicles, trailers, and trash to be enforced by Tilton Police and previous ordinance guidelines. Trustee Washkowiak second. All five Trustees voted yea. Motion carried. Trustee Finley made motion to pay IDOL Audit findings for Villages portion of $1,295.22 and Evans Electric portion of $6,476.11. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Mitchell made motion for Gleisner to contact for soil boring at 1819 S Jefferson, not to exceed 15 feet. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Washkowiak made motion to cash Cemetery CD at Catlin Bank on August 1, 2022 and transfer money into the Cemetery Account for exploring other, higher interest rate CD options. Trustee Sheets second. All five Trustees voted yea. Motion carried. Trustee Sheets made motion to adjourn to Executive Session to discuss personnel. Trustee Washkowiak second.
