Village of Tilton Board Meeting Minutes OCTOBER 20, 2022 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak, Wear and Weidenburner were present. Trustee Sheets made a motion to accept the minutes of September 15, 2022, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Washkowiak second. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to approve paying for CDL Class and licensing for two public works employees. Trustee Weidenburner seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to purchase a floor scrubber from DP Supply Inc for $3,750.00. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to place order with Morrow Brothers for two new police squad cars totaling $81,670.00. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to purchase two new radios from Supreme Communications for $2.049.02 for police department. Trustee Weidenburner seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to purchase BEAST Program for evidence logging in police department for $8,897.62 with a yearly maintenance of $695.00. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to place REVISED VILLAGE OF TILTON BUDGET FOR FYE23 on display for 30 days. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to purchase a laptop for Sewer Department from CTS for $2,231.08. Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Weidenburner made a motion to purchase a desktop computer for IT Department from CTS for $3,052.76. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to confirm appointment of Village Administrator Tiffany Jones-McClellan and Village Treasurer Cassidy Warrick. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Oath of office of Village Administrator Tiffany Jones McClellan given. Oath of office of Village Treasurer Cassidy Warrick given. Trustee Sheets made motion to hire Brian Dunavan as IT Director. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to place for bid new sidewalks at Thomas Park. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Weidenburner made a motion for ORDINANCE 2022-10 AMENDING CHAPTER 226 OF THE VILLAGE CODE PERTAINING TO RENTAL PROPERTIES. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to rescind the vote on ORDINANCE 2022-1020 AMENDING CHAPTER 226 OF THE VILLAGE CODE PERTAINING TO RENTAL PROPERTIES. Trustee Finley seconded the motion. Trustees Finley, Mitchell, Sheets, Washkowiak and Weidenburner voted yay, Trustee Wear voted nay. Motion passed. Trustee Weidenburner made a motion to send TK3 TIF Application to Moran Economic Development for review and recommendation. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to pay a one-time grant to STIR of $15,000.00 in place of TIF agreement. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to set trick or treating hours in the Village of Tilton for Monday, October 31, 2022, from 5p-8p. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to vacate the alley in the 600 Block of Glendale. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to raise sewer bills $5.00 in January 2023 and $5.00 in January 2024 in accordance with the sewer rebuild. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion for Gleisner Engineering proposal for Public Works and Ballpark topography of $5,250.00. Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to purchase GIS Mapping Software for sewer lines at $8.857.00 plus $175.00 for wall map. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to adjourn to executive session. Trustee Weidenburner seconded the motion. All six Trustees voted yea. Motion carried.
