Board Meeting Minutes
NOVEMBER 17, 2022
6:00 pm
Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets,
Washkowiak, Wear and Weidenburner were present.
Trustee Sheets made a motion to accept the minutes of October 20, 2022, board meeting, accept the
finance report and pay bills over $1,500.00. Trustee Washkowiak second. All six Trustees voted yea.
Motion carried.
Trustee Washkowiak made a motion to purchase 3 back up cameras, with install from Rahn Equipment
Co for $1,521.00 total for Fire Department vehicles. Trustee Mitchell seconded the motion. All six
Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion to purchase 5 pagers, 5 portable radios, 5 microphone speakers
from Action Communications for $7,444.33 for Fire Department. Trustee Wear seconded the motion.
All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion for new ambulance to be wrapped by Deans Graphics for
$6,500.00. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion to hire Butch Fields full time Ambulance Coordinator. Trustee
Weidenburner seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Wear made a motion for a In Car Video System, for the new police squad that is on order, from
Motorola for $5,865.00. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion
carried.
Trustee Wear made a motion for Chief Bernardi to apply for possible ARPA Funds through Vermilion
County. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Sheets made a motion to pay Christmas Bonus’ as listed to Finance Committee. Trustee Finley
seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion to table action on Amended Ordinance Budget FYE2023, for further
consideration of changes until next board meeting, at which time will be placed on display. Trustee
Wear seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Sheets made a motion to join the IMCA for $2,063.08 for City Administrator to take classes.
Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion for Wagner Lock and Key for FOB System quote for $18,840.00 for
City Hall and quote for $393.00 for replacement of door closers at Community Center and Station 1.
Trustee Mitchell seconded the motion. Trustee’s Washkowiak, Finley and Mitchell voted yay. Trustee’s
Sheets, Wear and Weidenburner voted nay. Mayor Phillips voted yay. Motion carried.
Trustee Wear made a motion to table quote from CTS Computers for monthly contract of $3,734.60,
which is $44,815.20 for a year, and place for open bids due to regulations requiring for over $30,000.00.
Trustee Finley seconded the motion. Trustee’s Finley, Mitchell, Sheets and Wear voted yay. Trustee’s
Washkowiak and Weidenburner voted nay. Motion carried.
Trustee Washkowiak made a motion to pay Curry Construction Pay Estimates #12 of $235,802.25 and
#13 of $449,509.01. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried.
Mayor Phillips advised that TK3 requested hold on action of their TIFF application.
Trustee Sheets made a motion to table motion on ORDINANCE 2022-1020 AMENDING CHAPTER 226 OF
THE VILLAGE CODE PERTAINING TO RENTAL PROPERTIES, to refer to Village Attorney and a committee to
be named to review. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion
carried.
Trustee Weidenburner made a motion for ORDINANCE 2022-1020A CREATED CHAPTER 294 OF THE
VILLAGE CODE PERTAINING TO PARKING OF CERTAIN VEHICLES. Trustee Washkowiak seconded the
motion. All six Trustees voted yea. Motion carried.
Bid openings for Thomas Park Sidewalks. Midwest Asphalt $43,750.00. Cross Construction $55,387.50.
Trustee Washkowiak made a motion to accept Midwest Asphalt bid for Thomas Park Sidewalks of
$43,750.00. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Sheets made a motion to make W 15th Street between Lane Street and King Street, two-way
traffic. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion to annex 14944 and 14960 Catlin Tilton Rd. Trustee Finley
seconded the motion. All six Trustees voted yea. Motion carried.
Trustee Washkowiak made a motion to adjourn the meeting. Trustee Finley seconded the motion. All
six Trustees voted yea. Motion carried.
