Village of Tilton Board Meeting Minutes DECEMBER 8, 2022 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak, Wear and Weidenburner were present. Trustee Sheets made a motion to accept the minutes of November 17, 2022, board meeting, accept the finance report and pay bills over $1,500.00. Trustee Wear second. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to place the public works bucket truck for bid, with minimum bid of $5,000.00. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to place the REVISED FYE2023 BUDGET on display until next months board meeting. Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to table action on Board Meeting Software for further review, Trustee Weidenburner seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to approve CTS Contract for $2,380.00 per month for 3 years, Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to purchase a snowplow for the sewer truck from Koenig Equipment for $10,625.00. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear advised that they are still in the process of forming a Rental Property Ordinance Committee. Trustee Sheets made a motion to pay Curry Construction Pay Estimate #13 for $417,101.52 and Midwest Asphalt Change Order #7 for $46,097.95. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to table action on the Enterprise Zone for review by Moran Economic. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion for RESOLUTION R2022-1208 RESOLUTION AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT FOR PARTICIPATION IN THE MUTUAL AID BOX ALARM SYSTEM (MABAS MASTER AGREEMENT 2022)). Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to set 2023 Village of Tilton Board Meetings for third Thursday of the month, except December which will be the second Thursday of the month. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to send TIF Applications for TK3 and Mark Pelafos to Moran Economic for recommendation. Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to approve Health Alliance Employee insurance quote for 2023, Trustee Wear seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to demolish 102 W 2nd for no more than $12,000.00. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Mitchell made a motion for Treasurer to pay bills for rest of the month due to early board meeting. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to adjourn the meeting. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried.
