Village of Tilton Board Meeting Minutes JANUARY 19, 2023 6:00 pm Mayor Phillips called the meeting to order and roll call was taken. Trustees Finley, Mitchell, Sheets, Washkowiak, Wear and Weidenburner were present. Trustee Sheets made a motion to accept the minutes of December 8, 2022 board meeting, accept the finance report and pay bills over $1,500.00. Trustee Washkowiak second. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to order new hydraulic equipment from MES, for Fire Department, at $59,653.00, to be paid out of next FY budget. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to purchase a pop machine for Fire Department, from funds received from benefit of Cruise In. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to donate old Zebra printer, license reader and 10-8 cameras from police department to Indianola Police Department. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to allow Chief Phil Bernardi permission to donate any old equipment from the police department, in the future, as he sees fit. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to purchase playground equipment for Melrose Park, on Brentwood Street, for $21,762.00 from Playground Equipment. Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion for Ordinance 2023-0119 AN ORDINANCE APPROVING THE VILLAGE OF TILTON ANNUAL BUDGET FOR THE FISCAL YEAR ENDING APRIL 30, 2023, AS AMENDED. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to purchase Onboard Board Management Software for $5,441.75 start up and $4,941.75 yearly, Trustee Mitchell seconded the motion. All six Trustees voted yea. Motion carried. Trustee Sheets made a motion to pay Curry Pay Estimate #14 for $430,994.29 and Curry Construction Pay Estimate #15 for $157,112.77 when reimbursed from the State. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Bucket truck bids, none received. No action. Trustee Washkowiak made a motion for Moran Economic to continue review of proposed Enterprise Zone. Trustee Finley seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to send Moran Economic recommendations for TIF applications of TK3 and Mark Pelafos to TIF Committee for review. Trustee Wear second the motion. All six Trustees voted yea. Motion carried. Annexation of 14851 Catlin Tilton Road tabled due to lack of surrounding property. Trustee Sheets made a motion to adjourn to executive session. Trustee Washkowiak seconded the motion. All six Trustees voted yea. Motion carried. Trustee Washkowiak made a motion to reconvene from executive session. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried. Trustee Wear made a motion to adjourn the meeting. Trustee Sheets seconded the motion. All six Trustees voted yea. Motion carried.
