MINUTES FOR THE NOVEMBER 12, 2024 TISKILWA VILLAGE BOARD MEETING The Village of Tiskilwa held its regular meeting on November 12, 2024 at the Tiskilwa Fire Station. Answering roll call were Trustees Daniel Acker, Amy Kine, James Cole, Dan Yepsen, Brett Klinefelter and John Funderberg. The Agenda was approved as presented. Trustee Kline made a motion to approve the minutes from the October 8, 2024 board meeting, seconded by Trustee Yepsen. All ayes. Payment of Bills:Trustee Funderberg made a motion to approve payment of bills with 3 changes on where items are listed and 1 addition, totalling $113,202.13, seconded by Trustee Kline. All ayes on a roll call vote. Trustee Yepsen made a motion to pay J.W. Ossla $47,139.00 for Water Main work on Brewster and Adams Street, seconded by Trustee Funderberg. All ayes on a roll call vote. Reorganization of the Village Board: The Tiskilwa Village Board accepted the resignation from Michael Murray as Village President. Trustee Kline made a motion to appoint Trustee Daniel Acker as acting Mayor, seconded by Trustee Yepsen. Roll call vote. Yeas: Trustees Kline, Cole, Yepsen, Klinefelter and Funderberg. Trustee Acker abstained. Treasurer’s Report: Trustee Klinefelter made a motion to approve the treasurer’s report as presented by Ginger Murphy, seconded by Trustee Yepsen. All ayes. Annual Treasurer’s Report: Trustee Funderberg made a motion to accept the Annual Treasurer’s report for fiscal year 2023-2024, seconded by Trustee Yepsen. All ayes. Village Supervisor Report: Putnam Co. primed and finished coat on the water detention tank. Started installing new water meters for the testing system. Waste water treatment plant-Waiting on Elmore Electric for the 2 broken blowers. Getting quotes on upgrading blowers, motors, valves and electrical components from Elmore Electric, Onsight repair, and Electric Pump. Removed a large tree limb across the road from the burn pile. Lift Stations: Cleaned Lift stations. One alarm-tripped breaker on East Main St. Parks: Winterized East Park. Shut off the fountains in both parks. Waiting for Grassers to look at the new fountains at Numosh Park about installing them. Other: 10 JULIE dig markings. Universal paving patched 4 spots in town. Filled the ditches on W. Main from water main repairs earlier this year. Jet vac 2 culverts on N. Galena.Vehicles:International truck towed to Midwest Truck Repair. Diesel exhaust sensor not working and also serviced. Chevy 2500 2021 serviced at Chevy garage. Expenses: From Amazon: Batteries, small outlets, tape, pens, paper clips, binder clips. Three Hoodies for employees. Home Depot: Ryob flashlight kit. Plans for upcoming month: Clean curbs-gutters for leaves. Mount all plows, spreader equipment. Get yearly allotment of Brine and salt from Bureau Co. Highway Dept. Public Comment; 2 representatives from the Historical Society were there to announce the Christmas Walk on December 7th. One citizen to observe. Reports: Village Engineer: Village Engineer Jack Kusek wanted to extend his appreciation to former Mayor Michael Murray for all he has done and that it was a pleasure working with him. He stated the Lift station is waiting on parts. The new Pedestrian Bridge on Arch Street is to arrive on December 2nd and will be installed by a crane. MINUTES FOR NOV. 12, 2024 BOARD MEETING, CON’T Water Report: Trustee Klinefelter gave the water report as 670,800 gallons of water used, water billed as $8,543.50 and sewer billed as $6840.00. Police Report: 0 traffic stops, 38 security checks, one 911 call and 37.5 police hours worked. Old Business: Village Vehicles: The Board will discuss the sale of the International Truck at a later date. Board Roles & Responsibilities: The new acting Mayor Acker discussed with the Board the continuation of their roles and responsibilities going forward. Fall Leaf Pickup: The next leaf pickup will be on November 18th.All leaves need to be placed in paper yard bags available at Zigs Station during normal operating hours. No other types of bags will be accepted. Thank you again to Hungry World Farm for giving us the safe alternative to burning. New Business: Tax Levy Ordinance: After a discussion on the Tax Levy draft and Village tax rate, Trustee Kline made a motion to increase the Tax rate from 1.09953% to 1.5%, seconded by Trustee Funderberg. All ayes on a roll call vote. Following that discussion, the Board scheduled a Truth & Taxation Hearing on December 10, 2024 at 6:45 P.M. before the regularly scheduled Board Meeting at the Tiskilwa Fire Station. Employees Christmas Bonus: Trustee Yepsen made a motion to increase the Employees Christmas Bonus from $150 to $200, seconded by Trustee Cole. All ayes. Village Garbage & Recycling Magnets: The Board was in consensus of ordering 2025 Magnets this year to be mailed out with the December water bills. American Rescue Money: Trustee Yepsen made a motion that the $45,550.87 allocated to the Village from the American Rescue to be used for the purchase of new water meters, seconded by Trustee Kline.
