MINUTES OF THE SPECIAL CITY COUNCIL AND TOMBALL
PLANNING AND ZONING COMMISSION MEETING
CITY OF TOMBALL, TEXAS
MONDAY, FEBRUARY 21, 2011
4:30 P.M.
1.0 Call to Order
The Council meeting was called to order by Mayor Gretchen Fagan. Other members present
were:

The Planning and Zoning Commission meeting was called to order by Chair Lori Wallace.

2.0 No public comments were received.
3.0 Workshop Session:
3.1 The Tomball City Council and the Tomball Planning and Zoning Commission members
entered into a Workshop session for the following purpose(s):
A. Discussion of Possible Changes to the Zoning Ordinance
Kelly Violette presented City-staff proposed revisions to the zoning
ordinance for Section 41. Accessory Buildings/Structures & Related Use
Regulations, Section 42. Screening Buffering and Fencing Requirements,
Section 42.4. Fences in Residential Areas, Section 42.5. Fences in
Nonresidential areas, Multiple-Family Areas, & Manufactured (Mobile)
Home Parks, Section 43.5. Replacement of Manufactured Home, and
Section 45. Definitions.
Consensus of Council and Planning and Zoning members was to approve
the recommended changes.
Council requested that staff provide information regarding the effect that
rezoning property might have on “ag” exemptions and property tax rates.
Mayor Fagan called a break at 6:00 p.m.; upon returning at 6:05 p.m., the workshop continued.
Kelly Violette presented proposed elimination of parking requirements
within the four-block area bounded by Fannin Street, Houston Street, the
railroad tracks, and Pine Street. General consensus of the Council was to
move forward with eliminating the parking requirements for the four-
block area.
Kelly Violette presented comparisons between aerial photos, Zoning maps
and Comprehensive Plan Land Use maps for Areas #1 through #7, with
suggested changes to be made, through City-initiated rezoning, to the
Zoning maps to be consistent with the Comprehensive Plan Land Use
maps.

City staff will incorporate suggested revisions and present an update to the
City Council and Planning and Zoning Commission at a special meeting
on March 7, 2011 at 4:30 p.m.
4.0 Motion was made by Councilman Townsend, second by Councilman Dodson, to adjourn.
Motion carried unanimously.
Meeting adjourned.

Notice is hereby given of a meeting of the Tomball City Council and Planning and Zoning Commission, to
be held on Monday, February 21, 2011 at 4:30 p.m., City Hall, 401 Market Street, Tomball, Texas 77375,
for the purpose of considering the following agenda items. All agenda items are subject to action. The
Tomball City Council and Planning and Zoning Commission reserves the right to meet in a closed session
for consultation with attorney on any agenda item should the need arise and if applicable pursuant to
authorization by Title 5, Chapter 551, of the Texas Government Code.
1.0 Call to Order
2.0 Public Comments and Receipt of Petitions (At this time, anyone will be allowed to speak on any matter
other than personnel matters or matters under litigation, for length of time not to exceed three minutes.
No Commission discussion or action may take place on a matter until such matter has been placed on an
