TOWN COUNCIL MEETING
March 11, 2019
The Town Council meeting was called to order by Ron Troyer at 4:07 p.m. March 11, 2019 with
the following persons present:

Jeff moved that the minutes for the last council meeting be approved. Ray seconded the
motion and it carried unanimously.
Clerk-Treasurer
The board approved the claims as read. Jeff made the motion, Ray seconded the motion
and it carried unanimously.
The 4H club is requesting a donation. Previous years has been $300. Ray made a motion
to donate $300 to the 4H club, Jeff seconded the motion and it carried unanimously.
A request for a sewer credit at 503 N. Main St. due to a water leak that did not run
through the sewer plant, but on the ground. The credit request is for $463.71. Jeff made
a motion to approve the credit request, Ray seconded the motion and it carried
unanimously.
Town Manager
Stewart requests to change the pond maintenance vendor to Ponds Champs. The annual
fee is $2,370 and the annual fee £01; our current vendor, Aquatic Weed Control is $3,130.
Stewart would also like to get the pond fountain replaced using TIF dollars. Carl stated
he would like to see colored lights in the fountain. A quote for the fountain through Pond
Champs is $5,010 and through Aquatic Weed Control it is $8,026.50. Ray made a motion
to change vendor to Ponds Champs for 2019 and recommend to the Redevelopment
Commission to purchase a new fountain from Ponds Champs. An additional $1000 is
recommended to Redevelopment Commission to upgrade to multicolored lights in the
fountain. Jeff seconded the motion and it carried unanimously.
There is a lift station West of town needing a new Aeration System. A quote from Reliant
was received at $7,722. Jeff made a motion to accept this quote from Reliant and have the
station repaired. This will be paid out of the Cum Account. Carl seconded the motion
and it carried unanimously.
The Sewer Plant needs a hot water tank and softener. Our current softener vendor,
Hawkins Water Tech quoted a softener for the Sewer Plant, $1,788 and a quote from
Pranger for a water heater, $1,465. Jeff made a motion to accept both quotes; Ray
seconded the motion and it carried unanimous!y.
Attorney
Bill presented Ordinance No 2019-3-11, An Ordinance Reconfirming Use of Convention
Method to Nominate Major Party Candidates for Town Offices. Jeff made a motion to
adopt Ordinance 2019-3-11, Ray seconded the motion and it carried unanimously.
A discussion was had on turning trash into energy. Bill recommended looking into this
for the Town to repurpose the trash by incinerating the trash to produce energy for the
town.
Next Meeting
The next Town Council meeting will be held at Topeka Town Hall on March 25, 2019 at
4:00 p.m. There being no other business to be brought before the Board the meeting was
adjourned at 4:36 pm.
