MINUTES TOWN COUNCIL MEETING May13,2019 The Town Council meeting was called to order by Ron Troyer at 4:00 p.m. May 13, 2019 with the following persons present: Ron Troyer Ray Folk Carl Stoltz Pete Kaufman Stewart Bender Naomi Miller Cyndi Sadewasser Stan Strater, Jr. Adam Lambright Rick L. Pharis Jenaiyah Keeslar Jose Garza Jeremy Sponseller Anwar Aljaradie Harold Gingerich Minutes Pete moved that the minutes for the last council meeting be approved. Ray seconded the motion and it carried unanimously. Clerk-Treasurer The board approved the claims as read. Pete made the motion, Ray seconded the motion and it carried unanimously. Tax Abatement for S&H Metal was presented to council. All terms of the agreement were met according to Town Attorney. Pete made a motion to approve the 2019 Tax Abatement. Ray seconded the motion and it carried unanimously. Nisco presented a Tax Abatement for 2019 to council. All terms of the agreement were met according to Town Attorney. Pete made a motion to approve the 2019 Tax Abatement. Ray seconded the motion and it carried unanimously. Town Manager Stewart Bender presented the council with a variance request recommendation for 159 Fought. A request for 2-foot height extension to his privacy fence was placed. Jeff made a motion to approve the height extension with the provision a solid substance is required. Carl seconded the motion and it carried unanimously. Two quotes were received for painting the water tower. Pittsburg Tank declined to quote. Phoenix Fabricators and Erectors, LLC offered a quote of $79,000. Central Tank Coatings, Inc offered a quote of $131,500. Pete made a motion to send a Positive Recommendation to the Redevelopment Commission to accept the quote from Phoenix Fabricators and Erectors, LLC. Jeff seconded the motion and it carried unanimously. In July the Alliance is putting on a class in Churubusco for a review of the Water Operator License. The cost is $400. Pete made a motion for Stewart to attend this class; Ray seconded the motion and it carried unanimously. Stewart recommends hiring James Lambright for the Street Superintendent position. The rate of pay is $20/hour. Carl made a motion to accept hiring James Lambright at $20/hour. Pete seconded the motion and it carried unanimously. An updated project scheduled was shared with the council for the new Waste Water facility. Further discussion was had on the additional testing being done to determine the size of the plant needed for Topeka. Police Department Marshal Strater presented the March monthly reports. Training for Deputies Cory Morris and Ed Flowers to attend the Glock Armorer's Course on July 11 th was requested. Pete made a motion to allow the Deputies to attend the Glock Armorer's Course, Jeff seconded the motion and it carried unanimously. The International Conference of Police Chaplains is July 22 - 26th in Wichita, KS. Harold Gingerich is requesting to attend. The cost is $315 for the week of classes and $645 for the lodging. Ray made a motion to allow Harold to attend, Jeff seconded the motion and it carried unanimously. Fire Department December Activity Report was shared w ith the council. Town Attorney A sewer plant discussion was had on options for the Town Council to consider in their decisions. Next Meeting The next Town Council meeting will be held at Topeka Town Hall on May 20, 2019 at 4:00 p.m. There being no other business to be brought before the Board the meeting was adjourned at 4:43 pm.
