I. Call to Order: Mayor Mary A. McDonald
Mayor McDonald called the meeting to order at 6:30pm.
Guests Present: Anita Schmaltz, Angela Battle, Wanda Lander, Leteah

V. Motion to Approve the Agenda
Mayor McDonald requests a motion on this item. A motion was made by Vice
Mayor Gales, seconded by Brown, that this be approve the agenda as
submitted. The motion carried by the following vote:

Councilmember Brown, Vice Mayor Gales, Mayor McDonald and

VI. Visitors & Communications:
To make a comment to City Council, please fill out a Speaker Form and return it
to the Clerk of Council before the start of the meeting. Proceed to the
microphone, state your name and address, proceed with your comments. You
will have three (3) minutes to speak.
Trotwood-Madison School Board President Denise Moore shared her
excitement to be working in collaboration with the City of Trotwood to make
the city as best as we can.
Anita Schmaltz shared her concerns regarding the city logo as well as the
Trotwood Community and Cultural Arts Center renovation.

PR01-18 A PRESENTATION REGARDING THE CITY COUNCIL BOARD AND
COMMISSION APPOINTMENTS.

Mayor McDonald shared the Board and Commission Suggestions for 2018.
Vice-Mayor Gales shared that she was comfortable with her appointments.
Council Member Finley asked for the info for the meetings she was appointed
to.
Council Member Kelley shared that he might not be able to make every
conference call for the Foundation Board.
Council Member Page asked about the appointments changing. Mayor
McDonald shared that they are set for the year but will change next year as
they do every January.
Council Member Brown was comfortable with her appointments.

PR02-18 A PRESENTATION RECOGNIZING THE HOSPITALITY COMMITTEE
FOR OUTSTANDING SERVICE TO THE CITY OF TROTWOOD.

Mayor McDonald recognized the Hospitality Committee for their hard work over
the last year and provided them each with a certificate.
VIII. Motion to Approve the Consent Agenda
Mayor McDonald requests a motion on this item. A motion was made by Vice
Mayor Gales, seconded by Brown, that this be approved on the Consent
Agenda. The motion carried by the following vote:

HEARING FOR THE REZONING OF 9 ACRES LOCATED AT 7001 W
THIRD STREET FROM THE “A” AGRICULTURE ZONING DISTRICT TO
THE “B-PUD” BUSINESS PLANNED UNIT DEVELOPMENT DISTRICT.
Mayor McDonald requests a motion on this item. A motion was made by Vice
Mayor Gales, seconded by Brown, that this Staff Report be read and filed. The

AUTOMOTIVE FILLING STATION 7001 W THIRD STREET (PARCEL
I.D.# H33 02309 0047) IN TROTWOOD, OHIO.
Mayor McDonald requests a motion on this item. A motion was made by Vice
Mayor Gales, seconded by Brown, that this Staff Report be read and filed. The

Mayor McDonald opened the floor for nominations on the position of
Vice-Mayor. Council Member Charles Vaughn nominated Council Member
Bettye Gales for Vice-Mayor. He shared that it was because of her ability to
commit and stand in the for MAyor in times of need and that she has done such
a great job already.
A motion was made by Councilmember Vaughn, seconded by Finley, that this
nomination be approved. The motion carried by the following vote:

LONGER NEEDED FOR A PUBLIC PURPOSE AND AUTHORIZING
SAID PROPERTY TO BE DISPOSED OF.

Council Member Finley asked what the plan is with the t-shirts. Deputy City
Manager Kellum shared that they would be discarded. Mrs. Finley would like
to see them donated to a facility. Ms. Page suggested archiving a shirt and
Vice-Mayor Gales would like to keep one.

R18-04 A RESOLUTION BY TROTWOOD CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO ENTER INTO AN AGREEMENT WITH BUCKEYE
FLOORING FOR THE FLOORING WORK TO BE COMPLETED AT
THE TROTWOOD COMMUNITY AND CULTURAL ARTS CENTER
RENOVATION FOR AN AMOUNT OF $66,616.70.

Council Member Kelley asked if this was the only bid. Mrs. Kellum shared that
this was not the bid. The one we did receive was way too high so we went out
for quotes instead. Council Member Finley asked for a workshop to present to
the community regarding the new community center. Mayor McDonald shared
that we already have done that in the past.

Vaughn, seconded by Brown, that this Resolution be approved. The motion
carried by the following vote:

X. Old & New Business

Mayor McDonad shared a few announcements. The signing ceremony between
Central State University and the City of Trotwood. Congratulated Ms. Moore as
the new President of the Trotwood-Madison School Board. Mayor McDonald
welcomed the new Council Members.
b. Council Members
Council Member Brown shared her excitement to be apart of the team with the
growth in Trotwood. Council Member Page shared her excitement and how
much she loves Trotwood. Vice-Mayor Gales welcomed the new members and
her excitement for a great year. Council Member Vaughn talked about the
board and commissions info. He also thanked the staff for responding so well
to Council questions. Council Member Kelley shared his excitement to have
the new members. He also shared his thanks with City Manager Pope for the
help with the Water Main issues. Council Member Finley welcomed the new
members as well. Mrs. Finley also recommended an economic forum for this
year.
