7808 ACTION MINUTES OF TULARE CITY COUNCIL, CITY OF TULARE April 12, 2018 A joint session meeting of the City Council, Board of Public Utilities and Planning Commission, City of Tulare was held on Thursday, April 12, 2018, at 6:00 p.m., in the Tulare Public Library & Council Chambers, 491 North “M” Street. COUNCIL PRESENT: Carlton Jones, Greg Nunley, Jose Sigala COUNCIL ABSENT: Maritsa Castellanoz, David Macedo BPU PRESENT: Jim Pennington, Howard Stroman, Chris Soria, Thomas Griesbach PLANNING COMMISSION PRESENT: Chuck Miguel, Deanne Rocha, Josh Cox, Shanelle Herrera, Sandi Miller STAFF PRESENT: Willard Epps, Heather Phillips, Sarah Tobias, Janice Avila, Barry Jones, Darlene Thompson, Michael Miller, Steve Bonville, Nick Bartsch, Traci Myers, Trisha Whitfield, Luis Nevarez, Tim Doyle, Frank Rodriguez, Ben Siegel, Bobby Dykes, Roxanne Yoder I. CALL TO ORDER JOINT SESSION Mayor Jones, Board President Pennington & Planning Chair Miguel called the joint meeting to order at 6:03 p.m. Planning Chair Miguel led the flag salute and Mayor Jones led the invocation. II. CITIZEN COMMENTS Mayor Jones advised that comments from the public are limited to items listed on the agenda (GC 54954.3a). Speakers will be allowed three minutes. Please begin your comments by stating and spelling your name and providing your city of residence. There were no public comments. III. GENERAL BUSINESS OF THE JOINT LEGISLATIVE BODIES Comments related to General Business Items are limited to three minutes per speaker, for a maximum of 30 minutes per item, unless otherwise extended by the joint legislative bodies. 7809 (1) Joint Study Session of the City of Tulare City Council, Board of Public Utilities and Planning Commission to receive general updates on the following: a. Water System Senior Project Manager Nick Bartsch introduced Eric Cazares of Carollo Engineers who provided a PowerPoint slide presentation updating the joint bodies on the City’s water system highlighting significant infrastructure improvements and challenges of regulatory pressures and the need for a comprehensive water supply and hydraulic master plan update. Questions and comments posed by Council addressed by Mr. Cazares and staff. b. Fuel Cell Project Public Works Director Trisha Whitfield provided a PowerPoint slide presentation updating the joint bodies on the history and status of the City’s Fuel Cell Project. Questions and comments posed by Council regarding the system disconnect, the interconnect agreement, and system capacity and savings addressed by Ms. Whitfield. Pat McLafferty of Hydros Agri-Tech addressed the question regarding the cost of interconnect of the existing 1MW system. Board of Public Utilities President Jim Pennington commented on and provided clarification from the Board’s perspective on the history of the project. c. Wastewater Treatment Plant Public Works Director Trisha Whitfield provided a PowerPoint slide presentation updating the joint bodies on the City’s Wastewater Treatment Plant. d. Housing Element Community & Economic Development Director Josh McDonnell provided a PowerPoint slide presentation updating the joint bodies on the background and requirements of the City’s Housing Element. Questions and comments posed by Council addressed by Mr. McDonnell. e. Downtown Zoning Districts Community Development Deputy Director Traci Myers provided a PowerPoint slide presentation updating the joint bodies on the Downtown Zoning Districts. Questions and comments posed by Council addressed by Ms. Myers. f. SMART Team Community & Economic Development Director Josh McDonnell provided a PowerPoint slide presentation updating the joint bodies on the City’s SMART Team. Questions and comments posed by Council addressed by Mr. McDonnell. Planning Commissioner Miller commented on the Chamber’s survey of downtown businesses/owners conducted approximately 18 months ago, which she noted might be of use in this process. 7810 g. Annexation Ordinance Community & Economic Development Director Josh McDonnell provided a PowerPoint slide presentation updating the joint bodies on the City’s Annexation Ordinance. Planning Commissioner Chair Miguel commented on the issues related to infill in addition to annexation needs, as well as encouraging government agencies to locate to the downtown. Commissioner Herrera commented on enticing businesses to relocate here that we need to work with them. IV. ADJOURN JOINT SESSION, REMAIN SEATED AS THE TULARE CITY COUNCIL Board President Pennington & Planning Chair Miguel adjourned their meetings and Mayor Jones advised that Council would remain seated as the Tulare City Council at 7:54 p.m. V. CALL TO ORDER CLOSED SESSION Mayor Jones called to order closed session at 7:54 p.m. VI. ADJOURN TO CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION(S): Mayor Jones adjourned to closed session at 7:54 p.m. (a) 54956.9(e)(2) Conference with Legal Counsel – Anticipated Litigation (1) Regarding Police Chief Personnel matter VII. RECONVENE CLOSED SESSION Mayor Jones reconvened from closed session at 8:45 p.m. VIII. CLOSED SESSION REPORT (if any) IX.
