TUMWATER CITY COUNCIL WORK SESSION
March 24, 2026
CONVENE: 6:00 p.m.
PRESENT: Mayor Leatta Dahlhoff and Councilmembers Peter Agabi, Joan
Cathey, Angela Jefferson, Meghan Sullivan, Eileen Swarthout,
Kelly Von Holtz and Brandon Weedon.
Staff: City Administrator Paul Simmons, Assistant City
Administrator Kelly Adams, City Attorney Karen Kirkpatrick,
Administrative Services Director Michelle Sutherland, Finance
Director Troy Niemeyer, Community Development Director Brad
Medrud, Information Technology Director Lance Inman,

PROCLAMATION: Councilmember Swarthout read the proclamation declaring
EDUCATION AND March 29, 2026, as Education and Sharing Day. The basis for
SHARING DAY, continuity of any society is education, and the education of our
MARCH 29, 2026 youth is a priority in the City of Tumwater. Moral and ethical
education empowers every individual to develop their full
potential in making the world a better place.
Mayor Dahlhoff presented the proclamation to Rabbi Yosef
Schtroke, Chabad Jewish Center of Olympia and Evergreen State
College.
10-YEAR FORECAST: Director Niemeyer gave a presentation on a 10-Year forecast that
included historical data, the current budget and budget
projections as well as revisions he would like to make for the 2026
budget. Currently the City does not have any debt and Director
Niemeyer shared why now is the time to start thinking about

potentially incurring some debt. He also shared potential
revenue levers to help generate income. Councilmembers asked
questions and shared comments and concerns.
CITY HALL TOUR: At 7:38 p.m. the meeting video was turned off and the group left
Council Chambers to do a tour of City Hall. The tour ended at 8:08
p.m.
MAYOR/CITY No reports were given.

REPORT:
ADJOURNMENT: With there being no further business, Mayor Dahlhoff
adjourned the meeting at 8:09 p.m.
