PRESENT: Chair Eileen Swarthout and Councilmember Michael Althauser.
Excused: Councilmember Angela Jefferson.

MARCH 20, 2025:
MOTION: Councilmember Althauser moved, seconded by Chair
Swarthout, to approve the minutes of March 20, 2025 as
presented. A voice vote approved the motion.
GRANT Engineer Blaser reported the project is to replace a fish barrier
AGREEMENT culvert with a large box culvert to return the stream to more natural
AMENDMENT NO. 1 conditions benefitting spawning and rearing habitat upstream of the
WITH crossing. The project includes improvements to the roadway and
WASHINGTON the addition of bike lanes and sidewalk in the area of the crossing.
RECREATION & Construction is anticipated to begin in 2026.
CONSERVATION
OFFICE FOR THE The Washington Recreation and Conservation Office (RCO)
PERCIVAL CREEK recommended the proposed amendment for the project. The
PROJECT: original agreement was approved by the City Council. The grant
provides $257,550 from the Salmon Recovery Funding Board. The
original agreement reimbursed the City 15% for each $1 spent on
the project construction not to exceed the grant amount. The
proposed amendment changes the reimbursement rate to 85% of
each $1 spent on project construction not to exceed the grant
amount. The amendment enables the City to utilize the grant
quickly. The proposed amendment does not affect the timing of the
project or the amount of the project.
Councilmember Althauser remarked that the proposal is an
administrative matter and serves as a good example of why the

Council should review other various administrative efficiencies that
should not require Councilmatic approval where the total amount of
a project is not affected.
Chair Swarthout reviewed the recommended action.
MOTION: Councilmember Althauser moved, seconded by Chair
Swarthout, to place the Grant Agreement Amendment No. 1 for
the Percival Creek Project, with Washington Recreation &
Conservation Office (RCO) on the May 6, 2025, City Council
consent calendar with a recommendation to approve and
authorize the Mayor to sign. A voice vote approved the motion.
ADJOURNMENT: With there being no further business, Chair Swarthout
adjourned the meeting at 8:07 a.m.
