TYRONE TOWN COUNCIL MEETING MINUTES July 20, 2023 at 7:00 PM Eric Dial, Mayor Gloria Furr, Mayor Pro Tem, Post 4 Linda Howard, Post 1 Brandon Perkins, Town Manager Melissa Hill, Post 2 Dee Baker, Town Clerk Billy Campbell, Post 3 Dennis Davenport, Town Attorney Also present: Randy Mundy, Police Chief Sandy Beach, Finance/HR Manager Patty Newland, Library Supervisor I. CALL TO ORDER II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC COMMENTS: Comments are limited to three (3) minutes. Please state your name & address. APPROVAL OF AGENDA A motion was made to approve the agenda with the change of moving item number 5 under Consent to New Business. Motion made by Council Member Furr, Seconded by Council Member Campbell. Voting Yea: Council Member Howard, Council Member Hill. VI. CONSENT AGENDA: All matters listed under this item are considered to be routine by the Town Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. 1. Approval of July 6, 2023 meeting minutes. 2. Consideration to renew the Fertilization and Weed Control Contract with TruGreen, LP. 3. Consideration to renew the Right of Way Mowing Contract with Aabby, Incorporated. 4. Approval of the purchase of a 2023 Dodge Charger for $36,305.98 and the installation of required police equipment for $5,110.00. A motion was made to approve the consent agenda. PRESENTATIONS VIII. PUBLIC HEARINGS IX. OLD BUSINESS X. NEW BUSINESS 5. Approval of the purchase of 11 replacement body cameras and associated software in the amount of $26,663.00 and 7 Dell Rugged laptops for patrol cars in the amount of $13,876.38. Chief Mundy shared that at the Budget Workshop, he stated that there was a need for new updated body cameras and software. He added that after his department received a quote of $26,663, Watch Guard did not include the software upgrade for the patrol car cameras. He stated that with everything included the cost would increase by $7,000. They were moving from a platform known as Evidence Library Four to Evidence Library 5. He clarified that this was for 14 cameras including licenses and 12 in-car cameras, 3 have already been purchased. Council Member Campbell made a motion to approve the purchase of 11 replacement body cameras and associated software in the amount of $33,683 and 7 Dell Rugged laptops for patrol cars in the amount of $13,876.38. Motion made by Council Member Campbell, Seconded by Council Member Hill. Voting Yea: Council Member Howard, Council Member Furr. XI. STAFF COMMENTS Chief Mundy shared that there were two openings for Officers and that they had three certified applicants and one noncertified. Mr. Trocquet gave Ms. Ciara Willis a shout-out for putting together the design and the planting of the beautiful new planters in front of Town Hall. Ms. Newland gave Tyrone Library’s Children & Youth Services Coordinator, Kate Chambers a shout-out being nominated for a Georgia Romance Writers (GRW) “Maggie Award” for her new book, Somewhere Only We Know. XIII. COUNCIL COMMENTS Council Member Howard shared that Mayor and Council recognized Ms. Anne Hasard last week through a proclamation for turning 103. XIV. EXECUTIVE SESSION A motion was made to move into Executive Session for one item of threatened litigation and to review the Executive Session minutes from July 6, 2023. Motion made by Council Member Furr, Seconded by Council Member Howard. Voting Yea: Council Member Hill, Council Member Campbell. A motion was made to reconvene. Motion made by Council Member Furr, Seconded by Council Member Campbell. Voting Yea: Council Member Hill, Council Member Howard. A motion was made to approve the Executive Session minutes from July 6, 2023. Motion made by Council Member Furr, Seconded by Council Member Hill. Voting Yea: Council Member Howard, Council Member Campbell. XV. ADJOURNMENT A motion was made to adjourn. Motion made by Council Member Campbell.
