1. CALL TO ORDER, ROLL CALL AND DECLARATION OF QUORUM
The Urbana Arts and Culture Commission was called to order at 4:31 P.M by Sammann.
Hicks-Layman took roll and a quorum was declared present.
2. APPROVAL OF MINUTES OF PREVIOUS MEETING
Sammann moved to approve minutes from October 13th, 2020. Modica seconded. With
no changes, all were in favor and minutes were approved.
3. ADDITIONS TO THE AGENDA
The final report presentations for CU Folk & Roots Festival 2020 and Boneyard Arts
Festival 2020 were removed from the Agenda.
4. PUBLIC INPUT
There was none.
5. PRESENTATIONS
November 17, 2020
• 2020 Urbana Arts Grant Final Report – Lauren Chambers, The Urbana Free
Library
Chambers presented a final report for Story Walk®, a requirement of their 2020 Urbana
Arts Grant.
• Staff Report – Rachel L Storm, Urbana Arts and Culture Coordinator
Storm presented the monthly staff report. Topics included updates on ongoing programs
and events turned virtual, and small socially-distanced ribbon cuttings for the Poems on
Glass program and recent Urbana Arts Grant recipient Charlie Upchurch’s Vibrant Public
Mural. Storm included updates on the fall 2020 interns from the University and their
projects (such as a Sensory-Sensitive Community Concert) as well as the intent to have
two 2021 spring high school interns. Storm’s report also included updates on the Urbana
Arts Grant Program including Tiers I (including Arts in the Schools,) II, III, Poet
Laureate, and Youth Poet Laureate. Storm reported on collaborative projects such as
Great ARTdoors, Art Inspired, and Art for Nourishment, as well as other programs such
as the Urbana Sculpture Program and Artists of the Corridor. She also mentioned
representatives from the City would be at the next meeting to talk about the New
Comprehensive Plan for the City of Urbana.

Fein and Singer presented their proposal for Pygmalion 2021 to the Commission.
• 2021 Urbana Arts Grant, Tier III Proposal – Rob Krumm and Cody Jensen
Krumm and Jensen presented their proposal for CU Folk & Roots Festival 2021 to the
Commission.

With no further business, Sammann declared the meeting adjourned at 6:20 P.M.

Tier III applicants for the 2021 cycle of the Urbana Arts Grants program will present
their proposals requesting funding.

Due to the Governor’s shelter in place order, the Urbana City Council Chambers will be
not be open to the public during this meeting. Anyone can watch the meeting on streaming
services, UPTV, or attend virtually via Zoom. Additional instructions are attached.
