CALL TO ORDER, ROLL CALL AND DECLARATION OF QUORUM The Urbana Arts and Culture Commission was called to order at 4:36 P.M by Sammann. Hicks-Layman took roll and a quorum was declared present. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Sammann moved to approve minutes from November 17th, 2020. Hedlund seconded. With no changes, all were in favor and minutes were approved. 3. ADDITIONS TO THE AGENDA The final report presentations for Machinal and Boneyard Arts Festival 2019 were removed from the Agenda. 4. PUBLIC INPUT There was none.  December 8, 2020 5. PRESENTATIONS • Staff Report – Rachel L Storm, Urbana Arts and Culture Coordinator Due to time constraints, Storm elected not to present her monthly Staff Report. However she did note that the full written report had been uploaded to the website for viewing and emailed to commissioners ahead of the scheduled meeting time. Storm then introduced University of Illinois CU Scholars interns Natalie Wess and Hannah Darcy, who presented a final reflective report of their time with the Arts and Culture Program, fall semester 2020. • 2020 Urbana Arts Grant Final Report – Rob Krumm of CU Folk & Roots Festival Krumm presented a final report for C-U Folk & Roots Festival 2020, a requirement of their 2020 Urbana Arts Grant. This report is accessible at: https://www.urbanaillinois.us/node/8286 • 2019 Urbana Arts Grant Final Report – Niki Hoesman of Urbana Park District Hoesman presented a final report for Read Across America, a requirement of their 2019 Urbana Arts Grant. This report is accessible at: https://www.urbanaillinois.us/node/8286 • Imagine Urbana Comprehensive Plan Andrea Ruedi and Lily Wilcock, presented Imagine Urbana!, the City of Urbana’s comprehensive planning process. The motivation for presenting at this time was to make the commission aware of the plan and to invite collaboration, communication, and feedback about how the comprehensive plan can be involved with events and programs the Arts and Culture Program and Commission offers. Modica asked Ruedi and Wilcock what metrics they would be using to validate they are reaching their goals and targeted audiences. Due to time constraint, Storm noted the question and proposed anyone else with questions email them to her and she would forward them to the Image Urbana! team, and a discussion could be held at the next Arts and Culture Commission meeting. • Tier III Urbana Arts Grant 2021 Funding Recommendation Storm recommended that due to time constraint the commission first hear the prepared memo on the Tier III Urbana Arts Grant 2021 Funding Recommendation, then vote at the next meeting. After hearing the funding recommendation from Storm, Miller moved to vote on the recommendation as presented without further discussion. Chair Sammann asked the commission if everyone felt comfortable with that motion, and with no objections asked for a second. Motion seconded by Modica and carried by roll call vote as follows: Aye: Sammann, Hedlund, Miller, Modica, Orcherton, Pinilla, Robinson Nay: None Abstain: Becks, Williams  December 8, 2020 6.
