Dr. Evelyn B. Underwood; Bishop King James Underwood; Members of the Media 1. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Michael P. Madigan called the meeting of the Committee of the Whole to order at 7:11 p.m. *Meeting started late due to prior meeting. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Charles Smyth made a motion to approve the minutes from the meeting held on August 8, 2016. Alderwoman Diane Marlin seconded the motion. Motion to approve the minutes was carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and the historic impact be entered into the record. Durl Kruse spoke about the methods used to calculate statistics used in IDOT studies for traffic stops. Esther Patt spoke about the 804 S. Lincoln historic case from the Council meeting on August 15, 2016. Matt Cho spoke in favor of the Curbana advertising signs/privacy screens. Peter Folk spoke to committee members asking for clarification on several points in Ordinance No. 2016-08-066. 5. Presentations There were none. 6. Staff Report Community Development Director Elizabeth Tyler informed committee members about upcoming events, including a business and development lunch on August 23 at the Urbana Country Club, the Sweet Corn Festival Committee of the Whole August 22, 2016 Page 2 of 4 on August 26 and 27, and the Regional Neighborhood Conference on September 29 through October 1 at the Hilton Garden Inn in Champaign. Ms. Tyler also informed committee members about vacancies on various Community Development boards and commissions. 7. Discussion – Curbanas Public Works Director William Gray presented this item. He explained that Matt Cho, who sponsors one of the two Curbanas in downtown Urbana, had asked the City to consider allowing advertising sign/privacy screens in Curbanas. The signs would advertise the sponsoring business, promote downtown Urbana events, and would serve as privacy screens for customers in the Curbana. After discussion, Alderwoman Marlin made a motion to direct staff to explore the feasibility of privacy screens/signage in Curbanas. Motion seconded by Alderman Smyth and carried by voice vote. 8. IDOT Traffic Task Force Update – Mayor, Chief of Staff, Human Relations Mayor Prussing gave an overview of this item. She informed committee members that the police statistician, Melissa Haynes, has been hired by the City. She stated that having a statistician would better allow the City to answer questions from council and the public. Mayor Prussing said she would also be attending a series of meetings with the public to obtain feedback about how citizens feel about traffic stops and what their personal experiences have been. Chief of Staff Mike Monson presented a report showing some of the statistics from the latest IDOT traffic study. He stated that the types of benchmarks used in comparing police stop data will be an important consideration by the statistician in determining statistics in the future. Human Relations Officer Alex Bautista spoke about Melissa Haynes, stating that she will start work at the City on August 25. He stated that she would be generating reports using the data already collected on traffic stops in Urbana and should have some results by the end of October. Mr. Bautista also referred committee members about two reports having to do with policing: the State of Illinois Inaugural Report and the National Task Force Report on 21st Century Policing. There was extensive discussion, during which committee members voiced their concerns, including the benchmarks used to generate the reports, feedback on Urbana Police traffic stops, how many stops result in arrests, and more affordable insurance for drivers. Alderman Ammons told committee members he would like to craft a motion to take to Council to order Urbana Police to stop making pretextual traffic stops, and he then made a motion to do so. There was no second for the motion. Committee members said there could be further discussion when they have more specific details about the proposed motion. 9. Resolution No. 2016-08-053R: A Resolution Approving an Interlocal Contract for Cooperative Purchasing with the Houston-Galveston Area Council – Fire Fire Chief Brian Nightlinger presented this item with recommendation for approval. He informed committee members that the fire department will purchase a fire engine this year for the campus station. He explained that before putting out bids for the engine, he would like to Committee of the Whole August 22, 2016 Page 3 of 4 join this cooperative. It would give the department another avenue for bids, and because of the volume of sales of the cooperative, it could result in lower prices for future equipment purchases. After discussion, Alderwoman Marlin made a motion to send Resolution No. 2016-08-053R to council with recommendation for approval. Motion seconded by Alderman Ammons and carried by voice vote. 10. Ordinance No. 2016-08-066: An Ordinance Amending Urbana City Code Chapter 20, Articles III, IV, and V – Proposed Revisions to the City’s Right-of-Way Ordinance. [cow 08/08/16] – PW Assistant City Engineer Brad Bennett presented this ordinance. He and Public Works Director William Gray answered questions and concerns from committee members. After discussion, Alderman Roberts made a motion to hold Ordinance No. 2016-08-066 in Committee in order to make further clarifications and revisions and to address questions concerning this ordinance. Motion was seconded by Alderman Brown and carried by voice vote. 11. Ordinance No. 2016-08-073: An Ordinance Approving a Right-of-Way License Agreement with Windstream KDL, LLC – PW Assistant City Engineer Brad Bennett presented this ordinance and explained it includes no new facilities, but will cover the existing agreement for another 20 years. Motion made by Alderman Roberts to send Ordinance No. 2016-08-073 to Council with recommendation for approval. Motion was seconded by Alderman Ammons and carried by voice vote. 12. Ordinance No. 2016-08-074: An Ordinance Revising the Annual Budget Ordinance For FY 2016/17 (Rebudgets and Technical Corrections) – FIN Finance Director Elizabeth Hannan presented this ordinance. She clarified information about the historic preservation fund. After discussion, Alderwoman Marlin made a motion to send Ordinance No. 2016- 08-074 to Council with recommendation for approval. Motion was seconded by Alderman Ammons and carried by voice vote. **Alderman Madigan recused himself and relinquished the chair to Alderwoman Marlin at 9:44pm, for the next two items, due to the fact he is a liquor license holder in the City of Urbana. He left the meeting at this time. 13. Ordinance No. 2016-08-076: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class BB liquor licenses for Pizza M, 208 W. Main Street, Urbana, IL) – Mayor Mayor Prussing presented this ordinance. Motion made by Alderman Roberts to send Ordinance No. 2016-08-076 to Council with recommendation for approval. Motion seconded by Alderman Ammons and carried by voice vote. 14. Ordinance No. 2016-08-077: An Ordinance Amending Urbana City Code Chapter Three, Section 3-43 (Increasing number of Class R1 liquor licenses for A Plus Restaurant and Entertainment, LLC, d/b/a A Plus VIP Lounge, 214 W. Main Street, Urbana, IL) – Mayor Mayor Prussing presented this ordinance. Motion made by Alderman Roberts to send Ordinance No. 2016-08-077 to Council with recommendation for approval. Motion seconded by Alderman Ammons and carried by voice vote. 15.
