CALL TO ORDER AND ROLL CALL There being a quorum, Mayor Prussing called the meeting of the Urbana City Council to order at 7:14 p.m. **Started late due to prior meeting**. B. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Smyth made a motion to approve minutes from the meeting held on September 19, 2016. Alderman Roberts seconded. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. Elderess Melinda Carr did not wish to speak, but asked that her concerns about the Dr. Ellis Subdivision sewer problems and historic impact be entered into the record. E. REPORTS OF OFFICERS Community Development Elizabeth Tyler gave a report regarding the Annual Regional Neighborhood Network Conference that was co-sponsored by City of Urbana. This event took place in Champaign this past weekend. She wanted to also acknowledge the efforts of Kelly Mierkowski and John Ruffin the co-chairs of this event. Ms. Tyler also communicated that Robin Arbiter a resident of the Lierman neighborhood was nominated for the Urbana City Council Minutes: October 3, 2016 Page 5 of 6 Stella Stewart Award and recognized as a neighborhood leader for the City of Urbana. Alderman Roberts attended at the Annual Regional Neighborhood Network conference and gave a brief report of his experience. Mayor Prussing also reported her experience regarding this conference. Public Works Director William Gray announced a meeting for the Curtis Road Corridor Study that will take place at the Church of Christ at the corner of Philo and Windsor road on Thursday October 13, 2016 from 6-7:30 pm. I. NEW BUSINESS 1. Ordinance No. 2016-10-095: An Ordinance Approving A Major Variance (To allow the construction of a pergola with solar panels that encroaches 12 inches into the 18-inch required east side yard setback in the R-2, Single Family Residential Zoning District, at 209 West Indiana Avenue / ZBA Case No. 2016-MAJ-10) Community Development Planning Manager Lorrie Pearson presented Ordinance No. 2016-10-095 to council with recommendation for approval. Ms. Pearson showed a PowerPoint presentation explaining the reason a variance ordinance is needed in order to accommodate this change. Alderwoman Marlin made a motion to approve Ordinance No. 2016-10-095 as presented. Alderman Smyth seconded. Motion carried by roll call vote. Mayoral Appointments to Boards and Commissions a. Design Review Board 1. Mary Alice Wu – term to expire June 30, 2019. Mayor Prussing presented the appointment of Mary Alice Wu to the Design Review Board. There being no objection to the appointment. Alderman Smyth made a motion to approve the appointment. Alderman Jakobsson seconded. Motion carried by unanimous voice vote. J.
