CITY OF URBANA COMMITTEE OF THE WHOLE – October 10, 2016 – 7:00 P.M. CITY COUNCIL CHAMBERS – 400 S. VINE STREET, URBANA, IL The City Council Committee Of The Whole of the City of Urbana, Illinois, met in regular session Monday, October 10, 2016, in the Council Chambers of the Urbana City Building. ELECTED OFFICIALS PHYSICALLY PRESENT: Aaron Ammons; Bill Brown; Eric Jakobsson; Michael P. CALL TO ORDER AND ROLL CALL There being a quorum, Chair Eric Jakobsson called the meeting of the Committee of the Whole to order at 7:00pm 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Alderman Charles Smyth made a motion to approve the minutes from the meeting held on September 26, 2016. Alderman Aaron Ammons seconded the motion. Motion was carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC INPUT Bishop King James and Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that their position be entered into the record regarding the Dr. Ellis Subdivision sewer issues. 5. Presentations a. Visit Champaign County – CD Marketing Coordinator and Director of Market at the Square Natalie Kenny Marquez introduced Jayne DeLuce, President and CEO of Visit Champaign County. Ms. DeLuce presented a video showing economic impact numbers from the past year. She spoke about the accomplishments in the past year of Visit Champaign County as well as future plans of the organization. Discussion took place, during which Ms. DeLuce answered questions and concerns from committee members. 6. Staff Report Community Development Director Elizabeth Tyler informed committee members that the annual neighborhood cleanup will take place on Saturday, October 15, and will be in two locations, King School and Dart on University Avenue, from 8:00am to 2:00pm. Economic Development Manager Brandon Boys presented the September Business and Development Report. He went over updates on various events taking place in Urbana, including a Food Truck Rally on October 25 and the C-U Folk and Roots Festival on November 5. He also went over some of the current projects, which included the medical cannabis dispensary NuMed Rx, and a Schnucks renovation. Mr. Boys answered questions and concerns from committee members. Ordinance No. 2016-10-096: An Ordinance Adopting Revising the Annual Budget Ordinance for FY 2016/17 (Capital Improvement and VERF Rebudgets, and Other Revisions) – FIN Finance Director Elizabeth Hannan presented Ordinance No. 2016-10-096. After discussion, Alderman Smyth made a motion to send this ordinance to council with recommendation for approval. Motion was seconded by Alderwoman Marlin and carried by voice vote. 8. Ordinance No. 2016-09-087: An Ordinance Vacating a Certain Portion of Right-of-Way (Barr Avenue West of North Cunningham Avenue – PW [cow 9/26/16] Assistant City Engineer Brad Bennett presented this ordinance. Alderman Madigan made a motion to send Ordinance No. 2016-09-087 to council with recommendation for approval. Motion was seconded by Alderman Roberts. There was extensive discussion about public access and sidewalks in this area, during which Mr. Bennett addressed questions and concerns from committee members. After discussion, motion to send Ordinance No. 2016-09-087 to council was carried by voice vote. 9. Ordinance No. 2016-10-098: An Ordinance Approving an Amended and Restated Right-of-Way License Agreement with Metro Communications Company – PW Assistant City Engineer Brad Bennett presented this ordinance. He answered questions and concerns from committee members. A motion to send Ordinance No. 2016-10-098 to council with recommendation for approval was made by Alderman Madigan. Alderman Roberts seconded the motion, which was carried by voice vote. 10. Ordinance No. 2016-10-099: An Ordinance Approving a Right-of-Way License Agreement With Consolidated Communications Services, Inc. - PW Assistant City Engineer Brad Bennett presented Ordinance No. 2016-10- 099. He introduced Mike Hosier, with Consolidated Communications, who was present to answer questions from committee members. After discussion, Alderman Madigan made a motion to send Ordinance No. 2016- 10-099 to council with recommendation for approval. Motion was seconded by Alderman Smyth and carried by voice vote. 11. Resolution No. 2016-10-064R: A Resolution Authorizing an Amendment to Construction Engineering Services Agreement (Amendment to Engineering Agreement Regarding High Cross Road/IL Route 130 between University and Florida Avenue) – PW Resolution No. 2016-10-064R was presented by Public Works Director William Gray. After discussion, Alderman Smyth made a motion to send Resolution No. 2016-10-064R to council with recommendation for approval. Motion was seconded by Alderwoman Marlin and carried by voice vote. 12. Resolution No. 2016-10-065R: A Resolution to Approve an intergovernmental Cooperative Agreement between the City of Urbana and the University of Illinois (Agreement Regarding Increased and Maintenance of Lighting on Springfield Avenue between Wright Street and Goodwin Avenue) – PW Public works Director William Gray presented this resolution. Mr. Gray explained that this will be replacement of the fixtures only, not the poles. He said the University of Illinois will reimburse the City for purchase of the LED lighting fixtures, and the City will provide approximately 30 hours of labor to install them. He stated that this will improve the lighting in the area, both in coverage and quality. After discussion, Alderwoman Marlin made a motion to send Resolution Committee of the Whole September 26, 2016 Page 3 of 3 No. 2016-10-065R to council with recommendation for approval. Motion was seconded by Alderman Ammons and carried by voice vote. 13.
