The City Council of the City of Urbana, Illinois met on Monday, June 19, 2017 at 7:00 p.m. in the
Council Chambers at the Urbana City Building.

A. CALL TO ORDER AND ROLL CALL
After a recitation of the Pledge of Allegiance, Mayor Marlin called the meeting of the Urbana
City Council to order at 7:19pm. This meeting followed a special joint meeting of the City
Council and the Cunningham Town Board.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Alderman Brown made a motion to approve minutes from the council meeting and the
public hearing held on June 5, 2017. Motion seconded by Alderman Hazen. Alderman
Roberts made some grammatical corrections to the council minutes, after which the motion
to approve the minutes was carried by voice vote.

D. PETITIONS AND COMMUNICATIONS
Craig Rost, Executive Director of the Champaign County Economic Development
Corporation (EDC), presented an overview of the company. Mr. Rost stated that the EDC is
not for profit with two-thirds of funding coming from the public and one-third from the
private sector. The EDC works regionally to help grow the economy of Champaign County
by providing resources for businesses. One of the ways they help small businesses is through
the Small Business Development Center (SBDC), which is part of the EDC. The SBDC
provides counseling and information to help businesses grow. They work to bring businesses
to Champaign County and work to keep them in Champaign County.
Mr. Rost, along with Economic Development Manager Brandon Boys answered questions
and concerns from council members.

Paris Baldarotta, Executive Director of the Urbana Business Association (UBA) stated that
the UBA and the EDC work together to better the community. She said the loss of funding
from the City would impact promotional aspect of what the UBA does. When asked what
the role of the UBA was compared to the EDC, Ms. Baldarotta explained that the UBA
helps promote businesses in Urbana by providing a way for businesses to network, build
relationships and have expanded opportunities for advertising. Businesses needing
assistance with growth and development are referred to the EDC.
Jennifer Putman thanked Mayor Marlin for choosing Sylvia Morgan as the new Urbana
Police Chief. She spoke about the many accomplishments of the new police chief during her
career with the Urbana Police Department.
Durl Kruse acknowledged Mayor Marlin and the new council members. He also
acknowledged Police Chief Sylvia Morgan and other Urbana Police officers who had newly
appointed positions. Mr. Kruse addressed council concerning the City’s process in reviewing
traffic stops and racial disparity. Mr. Kruse suggested the appointment of a committee to
review traffic stop data annually or biannually, as suggested in Traffic Stop Task Force
Recommendation 2.3. He said this is an option if council members do not have or do not
want to commit the extra time necessary to deal with this task.
Bishop King James Underwood did not wish to speak, but asked that his position be entered
into the record regarding the Dr. Ellis Subdivision sewer issues.
Alderman Ammons announced June 19 to be Juneteenth. It is the celebration of June 19,
1865, when African Americans were informed about the Emancipation Proclamation.

d. Ordinance No. 2017-06-026: An Ordinance Approving the Fiscal Year 2017-2018
Annual Budget
With no motion made, Alderman Hazen asked to add $7,000 to the UBA budget,
which would provide them with a $7,000 cut in funding, rather than a $14,000 cut.
There was discussion about the method for making a proposal for adding the
additional money. Alderman Brown made a motion to approve Ordinance No. 2017-
06-026, which was seconded by Alderman Jakobsson.

Alderman Hazen made a motion to amend the ordinance to add $7,000 to the
general fund contribution to the UBA. Motion was seconded by Alderman Roberts
and carried by voice vote.
There was further discussion clarifying about the total amount of funding for the
UBA. After discussion the motion to approve the amendment to the ordinance was
carried by voice vote.
The motion to approve Ordinance No. 2017-06-026 as amended was carried by roll
call vote as follows:

Ammons made his objection to raising the food and liquor tax known, after which
the motion to approve this ordinance was carried by roll call vote as follows:

Mayor Marlin proposed postponing the meeting of the City Council from Monday, July 3,
2017 to Monday, July 10, 2017. Council members showed their unanimous consent, with a
show of hands, to postpone the July 3 City Council meeting to July 10.

I. NEW BUSINESS
1. Ordinance No. 2017-06-032 – An Ordinance Amending the Zoning Ordinance
(Addition of Section XIII-8 to Create the Southeast Urbana Overlay District and
Special Procedures/ Plan commission Case No. 2302-T-17)
Planning Manager Lorrie Pearson and Community Development Associate Lila
Bagby presented Ordinance No. 2017-06-032. Ms. Bagby informed council members
that this ordinance was based on neighborhood concerns for safety and quality of life
and was designed using the Crime Prevention Through Environmental Design
(CPTED) principles. A Community Development intern, Maximillian Mahalek, did
an in depth study in 2015 in the area of Southeast Urbana also known as the
“Silver/Vawter area”. This ordinance is based on findings from his study. It requires
a special use permit for new construction and major renovations or additions.
Ms. Pearson and Ms. Bagby answered questions and concerns from council
members. Community Development Director Elizabeth Tyler joined in the
discussion to help with council member concerns.
After discussion, Alderman Ammons made a motion to send Ordinance No. 2017-
06-032 to committee for further discussion. Motion seconded by Alderman Miller
and carried by voice vote.
Disposition: Ordinance No. 2017-06-032 was sent to Committee of the Whole for
further discussion

Mayor Marlin presented staff appointments for Fiscal Year 2017-2018. She
noted that the Human Relations Officer position is vacant. The City
Administrator position has not yet been filled. Chief of Staff Michael
Monson will retire in early August.
Mayor Marlin appointed Sylvia Morgan as the 31st and first female Chief of
Police for the City of Urbana, and Bryant Seraphin as Deputy Chief of Police.
She spoke about their knowledge and experience with the Urbana Police
Department.
Mayor Marlin mentioned the retirement of Community Development
Director Elizabeth Tyler at the end of June, after 17 years of employment at
the City. Alderman Ammons made a motion to approve all appointments as
presented. Motion seconded by Alderman Roberts and carried by voice vote.
J. ADJOURNMENT
With no further business to come before the City Council, Mayor Marlin declared the
meeting adjourned at 9:59pm.
