The City Council of the City of Urbana, Illinois met on Monday, October 15, 2018 at 7:00pm in the
Council Chambers at the Urbana City Building.

A. CALL TO ORDER AND ROLL CALL
Mayor Marlin called the meeting of the Urbana City Council to order at 7:04pm, following a
public hearing.
B. APPROVAL OF MINUTES OF PREVIOUS MEETING
Council Member (CM) Jared Miller made a motion to approve the minutes from the meeting
held on October 1, 2018, and the October 8, 2018 special meeting. Motion seconded by CM
Bill Brown and carried by voice vote.
C. ADDITIONS TO THE AGENDA

D. PUBLIC INPUT
1. Public Input – cards submitted
Rev. Dr. Evelyn B. Underwood did not wish to speak, but asked that her position be entered
into the record concerning the Dr. Ellis Subdivision sewer issues.
Shirese Hursey spoke to council about the lack of a grocery store in Ward 3, and the need to try
to bring one to that area, and urged council members to make that a priority.
Mayor Marlin acknowledged the presence of Kallie-Jo Ho and eight of her students from the
Urbana Adult Education English as a Second Language citizenship class.
Terry Townsend spoke to council members and urged them to defeat the property
development in Ward 3, because of an affordable housing crisis in Champaign County. He said
development needs to slow down so that issue of lack of affordable housing can be addressed.
Mayor Marlin presented a proclamation to Carol Jo Morgan from the IDEA Store, which will
open October 24, 2018 at Lincoln Square Mall. Mayor Marlin announced that she and
Champaign Mayor Debra Frank Feinen proclaimed October 20, 2018 as National Reuse Day in
the Cities of Urbana and Champaign and urged everyone to support local reuse organizations
and businesses.

Mayor Marlin recognized and congratulated Jason Liggett with UPTV as one of the 40 Under
40 in Champaign County.
Jackie Curry spoke against the proposed development north of Bradley Avenue and asked
council members to vote against it.
Rev. Dr. Evelyn B. Underwood spoke against the proposed development north of Bradley
Avenue and said there seemed to be a rush to get it done. She asked that the council not pass
the ordinances for annexation and development of the area.
Elderess Melinda Carr asked that her concerns about the Dr. Ellis Subdivision sewer problems,
equity and historic impact be entered into the record. She also spoke out against the
development north of Bradley Avenue in Ward 3 and asked council not to pass the ordinances
for it. She said money that should be used for the people of Urbana is being used for things like
bike trails.
E. UNFINISHED BUSINESS
1. Ordinance No. 2018-09-059: An Ordinance Amending the Urbana Zoning Map
(Rezoning a Real Estate Parcel with Permanent Index Number 91-21-06-451-005 from R-3
to R-4 / Plan Case No. 2348-M-18)
CM Aaron Ammons joined the meeting by phone for this item and exited after the vote.
CM Dennis Roberts made a motion to approve Ordinance No. 2018-09-059. CM Bill
Brown seconded the motion. Council members addressed some of the the concerns of
residents of the area, saying that construction and development means someone is investing
in a neighborhood and the density will not really change, going from R-3 to R-4. Mayor
Marlin added that Urbana has always been supportive of low income housing and
committed to providing it. She said because Urbana is the County Seat for Champaign
County, home to the University of Illinois and home to major institutions, that nearly 30%
of land area in Urbana is exempt from property tax. Every person added to the population
of Urbana adds an additional share of state income tax to Urbana.
After discussion, this ordinance was carried by roll call vote as follows:
Ammons – nay; Brown – aye; Jakobsson – aye; Miller – nay; Roberts – aye; Wu – aye
Ordinance No. 2018-09-059 carried by roll call vote: 4-aye; 2-nay.
2. Ordinance No. 2018-09-058: An Ordinance Approving an Annexation Agreement (A Real
Estate Parcel with Permanent Index Number 30-21-06-326-015 / Judy Heimburger Trust
and Trinitas Development LLC)
Because of the absence of two council members, CM Roberts moved that Ordinance No.
2018-09-058 be deferred to the next council meeting. Motion seconded by CM Brown.
Ordinance No. 2018-09-58 was deferred and seconded without debate to the City Council
meeting on November 5, 2018.
3. Ordinance No. 2018-09-060: An Ordinance Annexing Certain Territory to the City of
Urbana (A Real Estate Parcel with Permanent Index Number 30-21-06-326-015 / Judy
Heimburger Trust)
Because of the absence of two council members, CM Roberts moved that Ordinance No.
2018-09-060 be deferred to the next council meeting. Motion seconded by CM Brown.
Ordinance No. 2018-09-60 was deferred and seconded without debate to the City Council
meeting on November 5, 2018.

Alderman Roberts and carried by roll call vote as follows:

1. Ordinance No. 2018-10-068: An Ordinance Revising the Annual Budget Ordinance
(Budget Amendment #6 – Executive Search Firm Fee)
Human Resources Director Todd Rent presented this ordinance. He said the funds will be
used to retain the services of Polihire, a minority owned and operated firm that specializes
in sourcing highly diverse and qualified candidates. Polihire will handle the recruitment
process for the next Public Works Director. The full search will be done at a cost of no
more than $10,000. The original plan had been to conduct the search internally, but with
the retention of an outside firm, it was necessary to amend the budget in the amount of
$10,000 for the search.
CM Miller moved to approve Ordinance No. 2018-10-068. CM Jakobsson seconded the
motion, which was carried by roll call vote as follows:

2. Ordinance No. 2018-10-069: An Ordinance Authorizing the Purchase of Certain Real
Estate (1407 West Beslin Street)
Community Development Director John Schneider presented this ordinance. He said this
would authorize the purchase of 1407 West Beslin Street, which is a dilapidated abandoned
structure. Purchase would be in the amount of approximately $11,000 and would be paid
using Community Development Block Grant funding. Abandoned Property Grant
funding will be used to demolish the structure and prepare the site for development for
affordable housing by a nonprofit developer, at a cost of approximately $19,000.
CM Roberts made a motion to approve Ordinance No. 2018-10-069. Motion seconded by
CM Wu and carried by roll call vote as follows:
