Call to Order, Roll Call, and Declaration of Quorum
The meeting was called to order at 7:03 p.m. Kate Brickman called the roll and a quorum was
present.
Changes to the Agenda
Approval of Minutes from Previous Meeting was removed from the Agenda. The draft minutes
from the November 3, 2015 will be presented at the February 2, 2016 meeting.
Public Input
There was no public input.
Communications
Presentation from Urbana Middle School Future City Club
The Urbana Middle School Future City Club gave a presentation on two sustainable cities that
they designed and modeled. Future City is a cross-curricular program that lets students in the 6th,
7th, and 8th grades imagine, research, design, and build cities of the future that showcase their
solution to a citywide sustainability issue. Commission members discussed the project with the
students and praised their efforts.
Staff Report
Scott Tess gave the monthly Staff Report which included progress on the Climate Action Plan
(CAP) Phase 2, the City of Urbana commitment to the Compact of Mayors sponsored by ICLEI,
and the proposed 2016 Sustainability Advisory Commission meeting schedule.
Related to the Sustainable Water Management Plan, Tess mentioned a state plumbing code
requirement regarding new landscape irrigation systems, a City purchasing preference for
WaterSense labeled water fixtures, completion of the establishment of Mahomet Aquifer
protections, and Engineering Division staff inspections of stormwater facilities. Additionally, an
update on a U-Cycle county-wide recycling event was provided.

The Report stated February 2, 2015 as the next meeting date.
Continuing Business
Grow Solar Programming Updates
Tess reported great success with the Solar Power Hours resulting in 137 sign ups. He also
indicated that he was in the process of evaluating the feasibility of solar on City facilities.
Additionally, Tess informed the Commission that Urbana’s Solar Roadmap page is now
unlocked and open to the public at www.solarroadmap.com. The page tracks and shows which
best solar energy practices have been completed.
Review of Annual Report Format
Scott Tess presented an updated Draft Annual Report for the City of Urbana Environmental
Sustainability Division. Tess said that he would take Commission comments into consideration.
New Business
Sustainability Advisory Commission 2016 Meeting Schedule
Scott Tess provided a list of the dates for the regularly scheduled of SAC for the 2016 calendar
year. Motion was made by Wald, second by Rusk, to approve the dates as follows, with all
meetings to take place at 7 p.m. in the Council Chambers, except as noted below:
• 5 January 2016
• 2 February 2016
• 1 March 2016
• 5 April 2016
• 3 May 2016
• 7 June 1016
• 19 July 2016
• 2 August 2016
• 13 September 2016
• 11 October 2016
• 1 November 2016 Executive Conference Room – City Building
• 6 December 2016
Motion carried.
Bicycle Master Plan
The draft 2015 City of Urbana Bicycle Master Plan (UBMP) is now available for public review
from December 24, 2015 through February 1, 2016. Scott Tess asked if the Commission would
like to make a comment and/or recommendation as a group. Upon discussion, Commissioners
were asked to make individual suggestions if so inclined.
