Smyth, Township Clerk CUNNINGHAM TOWNSHIP BOARD Monday, December 9, 2019 The Cunningham Township Board met in Regular session Monday, December 9, 2019 at 7:00pm in the Council Chambers at the Urbana City Building, 400 S. Vine Street, Urbana, Illinois. ELECTED OFFICIALS PHYSICALLY PRESENT: Chair: Diane Wolfe Marlin Trustees: Bill Brown; Dean Hazen; Shirese Hursey; Eric Jakobsson; Jared Miller; Dennis Roberts; Maryalice Wu Township Clerk: Charles A. Smyth Supervisor: Absent Assessor: Wayne Williams ELECTED OFFICIALS PRESENT VIA TELECONFERENCE: None ELECTED OFFICIALS ABSENT: Danielle Chynoweth OTHERS PRESENT: Frederic Grosser; Kay Meharry; Hope Wheeler 1. ROLL CALL Chair Marlin called the meeting of the Cunningham Township Board to order at 7:03pm, following a public hearing. 2. APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Maryalice Wu made a motion to approve minutes of the following meetings: November 4, 2019 and a special meeting on November 18, 2019. Motion was seconded by Trustee Dennis Roberts and carried by voice vote. 3. ADDITIONS TO THE AGENDA There were none. 4. PUBLIC PARTICIPATION There was none. 5. COMMITTEE TO VERIFY BILLS The following items were presented in omnibus fashion: 1. Town Fund 2. General Assistance Fund Trustee Jared Miller made a motion to approve the Town Fund for $133,046.29 and the General Assistance Fund for $56,477.67. Trustee Eric Jakobsson seconded. Motion carried by voice vote. 6. REPORTS OF OFFICERS Assessor Wayne Williams informed trustees that his office has measured 904 parcels, which is about 11% of the residential parcels he plans to measure in the next year. He added that anyone who has questions about their assessment can call his office at 217-367-7059. 7. UNFINISHED BUSINESS There was none. 8. NEW BUSINESS a. Audit Presentation Hope Wheeler with CliftonLarsonAllen presented the June 30, 2019 audit report. She said there Cunningham Township Board Minutes December 9, 2019 Page 2 of 3 were no significant new accounting policies, no significant estimates, and no uncorrected misstatements. None of the attached journal entries were material or significant. A clean opinion was issued with no modifications. Assessor Williams added that the previous finding with tracking vacation and sick time had been taken care of and is no longer an issue. Ms. Wheeler answered questions and made clarifications for trustees. Trustee Jakobsson made a motion to accept the audit for the period ended June 30, 2019. Motion seconded by Trustee Roberts and carried by voice vote. b. Ordinance No. T-2019-12-003: An Ordinance Levying Taxes for all Town Purposes for the Town of Cunningham, Champaign County, Illinois, for the Tax Year 2019, Collectible in 2020 Assessor Wayne Williams presented this ordinance and said township is asking for $761,000 for the town fund and $626, 631 for the general assistance fund. Trustee Miller moved to approve Ordinance No. T-2019-12-003. Trustee Jakobsson seconded the motion. Assessor Williams went on to explain that the 24.3 % increase will not be on existing properties, but will be for inflation and for new construction. Motion to approve Ordinance No. T-2019-12-003 was carried by roll call vote as follows: Brown - yes; Hazen - yes; Hursey - yes; Jakobsson - yes; Miller - yes; Roberts - yes; Wu – yes. c. Resolution No. T-2019-12-020R: A Resolution Authorizing the Cunningham Township Supervisor to Sign a Contract with Gallagher Benefit Services, Inc. for Insurance Broker Services Assessor Williams presented this resolution. He told trustees that the township is changing brokers for health insurance due to service issues with the previous broker. Trustee Roberts made a motion to approve Resolution No. T-2019-12-020R. Motion seconded by Trustee Jakobsson. Assessor Williams responded to questions from trustees concerning the health care coverage. The motion to approve Resolution No. T-2019-12-020R was carried by roll call vote as follows: Brown - yes; Hazen - yes; Hursey - yes; Jakobsson - yes; Miller - yes; Roberts - yes; Wu – yes. d. Resolution No. T-2019-12-021R: A Resolution Authorizing the Cunningham Township Supervisor to sign a contract with Blue Cross Blue Shield for Health Insurance Coverage (Effective January 1, 2020) Trustee Miller made a motion to approve Resolution No. T-2019-12-021R. Motion seconded by Trustee Jakobsson and carried by roll call vote as follows: Brown - yes; Hazen - yes; Hursey - yes; Jakobsson - yes; Miller - yes; Roberts - yes; Wu – yes. e. Resolution No. T-2019-12-022R: A Resolution Authorizing the Cunningham Township Supervisor to Sing a Contract for Flexible Spending Account for Health Insurance Coverage with Key Benefit Administrators Trustee Miller made a motion to approve Resolution No. T-2019-12-022R. Motion seconded by Trustee Wu. Assessor Williams informed trustees that there would be a minimum $50 monthly fee for the flexible spending account. That amount will be paid by the township. The motion to approve Resolution No. T-2019-12-022R was carried by roll call vote as follows: Brown - yes; Hazen - yes; Hursey - yes; Jakobsson - yes; Miller - yes; Roberts - yes; Wu – yes. Assessor Williams made a correction to a typographical error in Resolution No. T-2019-12-022R, in the paragraph beginning “Now, Therefore, Be It Resolved”. Instead of “authorizes the Cunningham Township Board Minutes December 9, 2019 Page 3 of 3 Township to sign a contract”, it should say “authorizes the Township Supervisor to sign a contract”. f. Approval of 2020 Township Board Meeting Schedule Clerk Smyth told trustees that the changes in the township meeting schedule are the change of meeting time from 7:00pm to 6:30pm and the meeting night will be on the second Monday of the month instead of the first Monday. Trustee Miller moved to approve the 2020 calendar for the township board meetings scheduled on the second Monday of the month at 6:30pm. Motion seconded by Trustee Jakobsson and carried by voice vote. 9.
