CITY COUNCIL Regular Meeting October 3, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen present were: Stunkel, Hubler, Lester, B. John Clark, Hobler, Crawford, Swarm and Rebbe. MOMENT OF SILENCE: A moment of silence was observed for Ed Themig former City Alderman from May 1, 1973 to April 30, 1989 who passed away September 21, 2016. MINUTES: A motion was made by Swarm and seconded by Stunkel approving the minutes from the September 19, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. TREASURER’S REPORT: A copy of the Treasurer’s Report will be filed for audit. SPECIAL BILLS: A motion was made Stunkel and seconded by Crawford approving the Special Bills as listed: Hurst-Rosche Engineering, Inc. in amount of $10,299.56 for engineering fees for the Thrill Hill Bridge and Fifth & 1  Randolph Bridge Project; Ameren Illinois in the amount of $3,612.73 for street lights; Land of Lincoln Credit Union in the amount of $12,488.50 for loan payment on fire truck; South Central FS in the amount of $ 2,181.87 for fuel; Vandalia Country Club in the amount of $10,499.13 for tower lease rental; Brenntag in the amount of $6,498.30 for chemicals; Hach Company in the amount of $4,456.00 for chemicals; Hawkins, Inc. in the amount of $2,590.06 for chemicals. APPROVAL OF WATER & SEWER A motion was made by Swarm and COMMITTEE MEETING MINUTES seconded by Crawford approving the FROM AUGUST 8, 2016: Water & Sewer Committee Meeting Minutes from August 8, 2016 as submitted. Motion carried. APPROVAL OF WATER & SEWER A motion was made by Swarm and COMMITTEE MEETING MUNTES seconded by Stunkel approving the FROM AUGUST 15, 2016: Water & Sewer Committee Meeting Minutes from August 15, 2016 as submitted. Motion carried. AUTHORIZATION TO SEEK BIDS A motion was made by B. John Clark and FOR DEMOLITION AT 1026 W. seconded by Stunkel approving the ST. LOUIS AVE.: authorization to seek bids for the demolition of a residence at 1026 W. St. Louis Ave. Motion carried. APPROVAL OF VANDALIA LAKE A motion was made by Hobler and COMMITTEE MEETING MINUTES seconded by Crawford approving the FROM SEPT 17, 2016: Vandalia Lake Committee Meeting Minutes for September 17, 2016 as submitted. Motion carried. RESOLUTION #2016-10-3-A: A motion was made by Swarm and APPROVING AN AGREEMENT FOR seconded by Crawford adopting ECONOMIC DEVELOPMENT Resolution #2016-10-3-A, Approving An SERVICES BETWEEN THE CITY OF Agreement For Economic Development VANDALIA AND WORLD ECONOMIC Services Between The City of Vandalia DEVELOPMENT ALLIANCE And World Economic Development Alliance. 2  The World Economic Development Alliance is a Site-Location Firm that will help the City of Vandalia attract new business, identify target industries and conduct a one-on-one meetings with potential projects, should be standard protocol of the organization. The amount of the agreement is in the amount of $5,450.00 for one year effective June 1, 2016. ORDINANCE #2016-10-3-B: A motion was made by Crawford and RESOLUTION APPROVING AN seconded by Hubler adopting Ordinance AGREEMENT FOR ECONOMIC #2016-10-3-B, Approving An Agreement DEVELOPMENT SERVICES BETWEEN For Economic Development Services THE CITY OF VANDALIA,IL & Between The City of Vandalia, IL & BUXTON, CO. Buxton, Co. Buxton, Co. is another company that the city has used for several years to help with economic development. Buxton’s services aid the city in that they put together all the marketing information and other information needed to go out to prospective companies for the city. This agreement the City of Vandalia will have two options. The city usually pays an agreement of $20,000 but an additional $30,000.00 option for the year would have the company coming in to do a full retail information work up which is something the city hasn’t done for ten years. After discussion the council agreed to enter into an agreement for $50,000 which includes both options presented by Buxton. 3  Roll call vote: Swarm, yea; Clark, yea; Crawford, yea; Stunkel, yea; Hobler, nay; Rebbe, yea; Lester, yea; Hubler, yea. APPROVAL FROM SPECTRA TECH A motion was made by Swarm and TO REPAIR LIFT STATION AT seconded by Crawford approving the bid WWTP: from Spectra Tech to repair lift station in the amount of $25,200.00 at the Waste Water Treatment Plant. Motion carried. The Spectra Shield liner system carries a ten year manufacturer and applicator warranty. RESOLUTION #2016-10-3-C: A motion was made by B. John Clark and APPROVING ACCEPTANCE OF seconded by Stunkel adopting ASSIGNMENT OF CHAMBER Resolution #2016-10-3-C, Approving BUILDING Acceptance Of Assignment Of the Chamber Building. The Vandalia Chamber of Commerce, hereby assigns, transfers and conveys to the City of Vandalia all interest in the “Chamber Building” or also known as the “Tourist Information Center” situated upon real estate owned by the City of Vandalia. MAYOR’S REPORT: Mayor Gottman reported that he attended the Illinois Municipal League Board of Directors Meeting on th September 24 . The IML elected new officers to lead the organization at its 103rd Annual Conference, which was held September 22-24 at the Hilton Chicago. 4 The IML membership elected 36 Vice presidents to serve a one-year term on the statewide organization’s board of directors. Mayor Gottman was re- elected to serve as a Vice President. Mayor Gottman has served as a Vice President on the IML Board since July 2007. Mayor Gottman announced that there has been a merger of the Illinois Municipal League & the Illinois Risk Management. A few years ago they split and became their own entities. Now they are back together. This is who the City of Vandalia has their liability and worker’s comp insurance with at this time. Mayor Gottman reported that the downtown coffee shop has opened and seems to be doing very well. Mayor Gottman also reported that the Shimoji Coffee Shop opened over the weekend. Mayor Gottman announced that Chad Austin has purchased the Eagles Building. Mayor Gottman reported that the Illinois Director of Tourism, Cory Jobe has rescheduled to speak at the Chamber of Commerce Meeting on November 2nd then at 5:30 that evening there will be a reception for him at the Capitol View Restaurant. The speaker at the Chamber of Commerce meeting this Wednesday will be Keith Moran, president of Moran Economic Development who will speak on the TIF (tax increment fund) program. Meeting is held at 12 noon at Ponderosa Steakhouse. 5 Alderman Lester ask that we increase special approval bills from $1500 to a minimum of $5,000. The city attorney will draft an ordinance to act on it at the October 17th council meeting. Mayor Gottman asked the council that if they did not object, he felt that the city needed to move forward in finding out the cost of taking water out to Vandalia Lake. After the discussion, with no objection from the council the city’s engineers will work up a report and Mayor Gottman will also talk to South Central Illinois Planning about grant work. The first installment of real estate taxes were received from the county in the amount of $604,547.42. TIF #1 received $372,743.10 and TIF #2 received $198,126.02. Congressman John Shimkus had open office hours at City Hall Monday afternoon from 3:00 P.M.-4:30 P.M. Mayor Gottman reported that NewWave Communications will increase significantly in 2017. Mayor Gottman received a handout from the IML on the 9-1-1 System Consolidation and forwarded a copy to Chief Ray for his dispatch employees. Mayor Gottman reported that all the necessary transactions have taken place for the GO bond closing. 6  Mayor Gottman announced that on th Saturday, November 12 , there will be a Paint/Chemical Recycling Event from 9:00-1:00 (or until the recycler is full) on the parking lot at the corner of Johnson and Fifth St. A copy of the Code Official’s report was in your packet for review. Mayor Gottman reported that the zoning district maps will be updated for the City of Vandalia. The cost will be $1,000.00. STANDING COMMITTEES: B. John Clark congratulated Mayor Gottman on his appointment as one of the VP’s to the IML Board of Directors. Clark announced at the recommendation of the Street Committee, the council will vote at the October 17th meeting on an ordinance amendment for two-hour parking from 8:30 a.m.-5:30 p.m. on weekdays in the 100 block of Fifth & Sixth Streets. Swarm reported that they had a Water & Sewer Committee Meeting this evening. Mayor Gottman reported that the Fifth & Randolph sewer project portion has been completed. Public Works Director, Marlin Filer was directed by Mayor Gottman to work with City Clerk Bowen, to get the directional detour route for the Halloween Parade. Filer will contact IDOT to get the detoured map revised for the City. 7  Lester reported that Chief Ray suggested that the front area where the dispatchers are located needs to be more secure along with the doors. 911 funds will pay for the repairs. Hobler reported that this will be the last weekend for camping at the lake for this year. Hobler reported that some shoreline work should be done out at the lake. Stunkel reported that the City Clerk’s Office is taking applications until October 14th for a position in the Clerk’s Office. Crawford announced that on Saturday, October 8th the South Central Illinois Law Dogs LE/MC will have a Toy Run beginning at 9:00 a.m. starting at the American Legion. All toys and proceeds go to needy kids in Fayette County. Paslay reported that on Saturday, October 8th the Vandalia’s Little Community Garden will hold their annual Harvest Festival at the Mother of Dolors Parish Hall from 9:00 am- 2:30 p.m. Mayor Gottman said that he supports keeping our dispatch center at the Vandalia Police Department. He said, we have a very talented bunch of staff there that take very good care of the citizens in Vandalia. We need to do whatever needs to be done to retain our dispatch center. COUNCIL CONCERNS: Swarm asked if anything can be done with the old Wal-Mart building. 8  Mayor Gottman will have the code official take a look at it and see what code violations can be written against it. Swarm asked if anything can be done with the sidewalk in front of the building that was demolished. The bids will be reviewed and then the sidewalk will be fixed. Swarm asked if there is any way that the council meetings can be available to the public. If we can check with the radio station to see if we can have the meetings broadcasted with no cost to the city. Mayor Gottman said that several years ago he talked to Todd Stapleton about it, not only televised but also on Channel 13. At that time it was cost prohibited but maybe not now. He will check with Todd about it.
