CITY COUNCIL Regular Meeting October 17, 2016 7:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by those present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 7:30 P.M. ROLL CALL: Aldermen Present: Swarm, Rebbe, Hubler, Stunkel, Hobler, B. John Clark and Crawford. Lester was absent. MOMENT OF SILENCE: A moment of silence was observed for Tim Emerick, a local farmer and former businessman who was killed in an accident October 8, 2016. MINUTES: A motion was made by Swarm and seconded Crawford approving the minutes from the October 3, 2016 meeting as presented. Motion carried. REGULAR BILLS: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried. SPECIAL BILLS: A motion was made by Stunkel and seconded by B. AUTHORIZATION TO APPROVE A motion was made by Swarm and PURCHASE & INSTALLATION OF seconded by Crawford authorizing the EZ VALVES: purchase and installation of EZ valves in the amount of $25,175.00. Motion carried. LAKE LOT #25 TRANSFER FROM A motion was made by Hobler and JOE HUBBARD, VANDALIA TO seconded by Stunkel approving the JEFFREY LYNN BROWN, transfer of Lake Lot #25 from Joe VANDALIA: Hubbard, Vandalia to Jeffrey Lynn Brown, Vandalia. Motion carried. STREET COMMITTEE MEETING A motion was made by B. ORDINANCE #2016-10-17-A: A motion was made Swarm and seconded AMENDING CHAPTER 10 VEHICLES by B. John Clark adopting Ordinance AND TRAFFIC AT PARAGRAPH #2016-10-17-A, An Ordinance Amending 10.16.030 PARKING PROHIBITED Chapter 10 Vehicles And Traffic At OR CONTROLLED, AT SCHEDULE D Paragraph 10.16.030 Parking THEREOF: Prohibited Or Controlled, At Schedule D. This ordinance will limit parking time on the west side of the 100 block of S. Fourth St.; east side of the 100 block of S. Fifth St.; east & west side of the 100 block of S. Motion carried. FIRST READING OF LIQUOR A first reading was held for a liquor LICENSE-CLASS E-CHAD AUSTIN: license-Class E requested by Chad Austin for a restaurant, which will be located at 112 N. Sixth Street. This was the former Eagles Club. APPROVAL OF THE TIF ADVISORY A motion was made by B. John Clark COMMITTEE MEETING MINUTES and seconded by Hobler approving the FROM OCTOBER 12, 2016: TIF Advisory Committee Meeting Minutes from October 12, 2016 as submitted. Motion carried. ORDINANCE #2016-10-17-C: A motion was made by Swarm and APPROVING A CERTAIN TAX seconded by Crawford adopting INCREMENT DEVELOPMENT Ordinance #2016-10-17-C, Approving A AGREEMENT BY AND BETWEEN THE Certain Tax Increment Development CITY OF VANDALIA AND Agreement By And Between The City of COMMUNITY OPPORTUNITIES, Vandalia And Community Opportunities, INC. Inc. The building located at 517 W. Gallatin St., Vandalia has been leased by CEFS since July, 2001. The work proposing to be done at this location is as follows: Tuck pointing, remove and replace studio picture windows, install new vinyl 4  replacement windows, install new front entry door unit. Motion carried. APPROVAL OF BID TO REPLACE A motion was made by Hubler and SIDEWALK AT FIFTH & GALLATIN seconded by B. John Clark approving STREETS (AREA OF BUILDING the low bid in the amount of COLLAPSE) $6,000.00 from Schulte Construction Inc. for sidewalk replacement work where the building collapsed. Motion carried. The city received one other bid from Austin Concrete & Excavation, Inc. in the amount of $7,640.00. TABLE ORDINANCE ON GARBAGE The council tabled action on an COLLECTION AND DISPOSAL: ordinance amending the Vandalia Municipal Code concerning garbage collection and disposal. RESOLUTION #2016-10-17-D: A motion was made by B. John Clark APPROVING A MASTER SERVICE and seconded by Hubler adopting AGREEMENT BETWEEEN THE CITY Resolution #2016-10-17-D, Approving A OF VANDALIA, IL AND NEW WAVE Master Service Agreement Between The COMMUNICATIONS City of Vandalia, Il and New Wave Communications. New Wave Communications will provide telephone and internet service to the Water Treatment Plant and City Garage. Motion carried. 5 MAYOR’S REPORT: Mayor Gottman reported that an inspection of the City’s wastewater treatment plant was conducted on August 3, 2016 by Gregg Sanders. The results of the inspection showed that the wastewater facilities were generally being properly operated and maintained. It is recommended that the City continue compliance with the NPDES Permit limits. Mayor Gottman reported that the Vandalia Volunteer Fire Department has purchased the old United Cities Gas Building and are looking at installing new lights, a heater and an overhead door. The Hazel Kelly Fund will take care of the expenses. Mayor Gottman announced that there will be a Special City Meeting on Monday, October 24 at 6:30 P.M. to discuss the water with Fayette Water along with their attorney’s and the City’s attorney. STANDING COMMITTEE REPORTS: Hubler reported that the Cemetery will need to budget for a new lawn mower in next year’s budget. Hubler reported that he along with Mayor Gottman was at the Old State Burial Grounds on Saturday to observe the cleaning of the old grave markers. He said that the cleaning process of the grave markers was very impressive. A Water & Sewer and Cemetery & Landfill Committee will hold a meeting on Wednesday, October 26 at 4:00 p.m. to discuss an issue with a resident in the city limits. Mayor Gottman said when they looked into the history there were three 6  names for that cemetery. The original name was “Old State Burial Grounds”. They would like to have a sign which would identify the name of the cemetery. Mayor Gottman publicly thanked Dorothy Donnelly for her undertaking of the project if cleaning the grave markers in the Old State Burial Grounds. Hobler reported that the campgrounds are closed for the season at the Vandalia Lake. There will be a Paint/Chemical Recycling Event on Saturday, November 12th from 9:00 am-1:00 pm at the parking lot at the corner of Johnson and Fifth St. There is a small charge for the disposal. CRAWFORD PRAISES VANDALIA Crawford said that she would like to VANDALS: congratulate the Vandalia Vandals for their win over Pana last Friday evening. Moving up seven to one in the season. Crawford also announced that it will be Senior Night this coming Friday evening and the last home game with Greenville. AUDIENCE: There were several residents on hand at the City Council Meeting with concerns about receiving water service to the Vandalia Lake area. After a lengthy discussion, Mayor Gottman scheduled a Special City Council Meeting for Monday, October 24th at 6:30 P.M. where the attorney for Fayette Water along with the City’s attorney will discuss the possibility of getting water to the lake area residents. All city council 7  members are urged to attend. ADJOURNMENT: There being nothing further to bring before the council, a motion was made by B. John Clark and seconded by Hobler to adjourn.
