City Council Regular Meeting November 7, 2022 6:30 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance to the American Flag was given by all that were present. CALL TO ORDER: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm. ROLL CALL: Aldermen Brosman, Lester, Barker, Lewey, and Rebbe. Hobler, Hubler and Stunkel were absent. APPROVAL OF CITY COUNCIL Motion was made by Lewey and MEETING MINUTES DATED seconded by Barker to approve the OCTOBER 17, 2022: minutes from the October 17, 2022 City Council meeting. Motion carried. TREASURER’S REPORT: Report not submitted. No action needed. REGULAR BILLS: Motion was made by Barker and seconded by Brosman to approve the regular bills as submitted. Motion carried. SPECIAL BILLS: Motion was made by Brosman and seconded by Lewey to approve the special bills as presented: SCIRP&DC in the amount of $1,986.00 for membership dues; Saltus Technologies in the amount of $2,430.00 for police software maintenance; Precise Construction Company in the amount of $148,010.85 for Wagner Street project; Land of Lincoln Credit Union in the amount of $7,000.00 for sewer vac; Westendorf Construction in the amount of $2,100.00 for equipment rental; Progressive Chemical in the amount of $1,686.30 for supplies; Ameren Illinois in the 1  amount of $2,903.03 for electricity; Beelman Logistics, LLC in the amount of $2,391.90 for supplies; Mid- Illinois Concrete, Inc., in the amount of $2,085.50 for supplies; Homefield Energy in the amount of $2,179.75 for electricity at the lake; Octochem, Inc., in the amount of $83,348.30 for TIF reimbursement; Vandalia Park District in the amount of $35,000.00 for TIF reimbursement; Dennis and Deborah Grubaugh in the amount of $8,596.18 for TIF reimbursement; COE Equipment, Inc., in the amount of $3,062.07 for supplies; Key Equipment and Supply Company in the amount of $1,871.49 for supplies; Old Dominion Brush in the amount of $2,227.89 for supplies; Woody’s Municipal Supply Company in the amount of $3,828.79 for supplies; Core and Main in the amount of $5,960.42 for supplies; Homefield Energy in the amount of $4,690.15 for electricity at the water plant; Municipal Equipment Company in the amount of $34,677.42 for maintenance to equipment; Homefield Energy in the amount of $8,812.10 for electricity for sewer plant. SPECIAL PRESENTATION TO Marilyn Truitt of the Vandalia MAYOR GOTTMAN FROM Beautification Committee presented a VANDALIA BEAUTIFICATION rendering of the mural that was COMMITTEE: recently painted on the side of the former Y building to Mayor Rick Gottman. PROCLAMATION RECOGNIZING Mayor Gottman proclaimed the month NOVEMBER AS JEAN of November 2022 as Jean Stombaugh STOMBAUGH MONTH IN THE month in the City of Vandalia. He CITY OF VANDALIA: also recognized the many contributions Mrs. Stombaugh has made for the betterment of the City of Vandalia. Mayor Gottman presented Mrs. Stombaugh with a key to the City. 2 ORDINANCE 2022-11-7-A: Motion was made by Brosman and AN ORDINANCE AMENDING seconded by Barker to approve CHAPTER 10 VEHICLES AND Ordinance 2022-11-7-A: An Ordinance TRAFFIC AT 10.04.030 Amending Chapter 10 Vehicles and STOP INTERSECTIONS: Traffic at 10.04.030 Stop Intersections. Roll call: Barker, yea; Lester, yea; Brosman, yea; Rebbe, yea; Lewey, yea. Hobler, Hubler and Stunkel were absent. Motion carried. ACCEPTANCE OF THE LAKE Motion was made by Barker and COMMITTEE MEETING seconded by Lewey to accept the Lake MINUTES DATED OCTOBER Committee meeting minutes dated 17, 2022: October 17, 2022. Motion carried. APPROVE OR REJECT PAY Motion was made by Brosman and ESTIMATE #4 FOR WAGNER seconded by Barker to accept pay STREET/PAYNE DRIVE - estimate #4 for Wagner Street/Payne $148,010.85: Drive - $148,01.85. Motion carried. APPROVE OR REJECT BIDS Chief Ray stated this is a request FOR PLATE RECOGNITION to purchase 3 License Plate Readers. CAMERA: The quote submitted is for $17,250.00 for 2 years including installation. These will be used for law enforcement purposes only. Motion was made by Barker and seconded by Lewey to approve the bid for $17,250.00 for 2 years including installation. Motion carried. CEMETERY BUILDING BIDS: Gottman reported that 2 bids were submitted for construction of a new building at the cemetery. Drew Miller Construction’s bid was $60,405.00 and Pup Schulte Construction’s bid was $64,846.00. Motion was made by Brosman and seconded by Lester to grant permission for Gottman to begin the process with approval at the next Council meeting. 3 REPORT FROM SPARKLIGHT Kenny Wright, a representative for REPRESENTATIVE: Sparklight, stated that the company was switching to a streaming service. One of the main reasons was to provide the latest technology to customers. Mr. Wright addressed questions presented by the Council members and audience. Gottman stated that he was under the impression that Sparklight was to maintain an office in Vandalia. Connor will review the franchise agreement. UNFINISHED BUSINESS: Update was provided on various ongoing City projects. Gottman reported the paperwork for Safe Routes to School will be finalized and sent to IDOT this week. MAYOR’S REPORT: Gottman reported that Festival of Trees was a big success. He thanked the committee for all of their hard work. Proceeds will go toward a Summer Music Fest 2023 in downtown Vandalia. Ted Miller resigned from President of the Local Labor Union for the employees at the City garage, with Alex Redman replacing Miller in that capacity. Olde Tyme Christmas is this weekend in downtown Vandalia. Gottman stressed the importance of shopping local. CITY CLERK’S REPORT: Clerk Huhn reported that Edwin “Robert” Bowen picked up a 2023 Consolidation Election packet for Ward 3 – Alderman. CITY ADMINISTRATOR Nothing to report. REPORT: SAFETY CODE OFFICIAL: Report provided in prior meeting packet. 4 STANDING COMMITTEES Barker commended the Street REPORTS: Department for all of their hard work in decorating downtown Vandalia for Olde Tyme Christmas. Gottman reported that on November 21, 2022 at 6 p.m. there will be a public safety meeting. Gottman reported that the Lake is now closed for the season. He stated that he did speak with a potential candidate for the position of Tourism/Economic Development Director. He also met with a developer in regard to a building in Vandalia and they are working with a prospect. Discussion was held regarding the difficulty businesses are having in recruiting employees. Gottman announced the American Legion building has officially went on the auction block. Huhn provided an update on Olde Tyme Christmas and Festival of Lights. Brosman asked the status of the collapsed façade of the downtown hotel. Connor noted that on November 4, 2022, the City received an injunctive order allowing the City to take further action as may be necessary. Connor said the City will see a bid specification for a total cost on that project which will be presented to the Council. ANNOUNCEMENTS AND Mary Eisenbarth asked for CONCERNS: clarification of a few City ordinances. Gottman asked Connor to meet with Eisenbarth after the meeting to provide clarification.
