CITY OF VERONA MINUTES FINANCE COMMITTEE OCTOBER 27, 2014 VERONA CITY HALL 1. The meeting was called to order by Mac McGilvray at 5:30 p.m. 2 Roll Call: William “Mac” McGilvray, Elizabeth Doyle, Jack Linder. Also present: Jon Hochkammer, Mayor; Luke Diaz, Alderperson; Heather Reekie, Alderperson; Brad Stiner, Alderperson; Evan Touchett, Alderperson; Dale Yurs, Alderperson; Bill Burns, City Administrator; Cindy Engelke, Finance Director. 3. Approval of the 10/13/14 and 10/20/14 Finance Committee Minutes: Motion by McGilvray, seconded by Linder, to approve the 10/13/14 and 10/20/14 Finance Committee minutes. Motion carried 3-0. 4. Payment of Bills: Motion by Doyle, seconded by McGilvray, to approve the payment of bills in the amount of $1,496,430.40. Motion carried 3-0. 5. 2015 City of Verona Proposed Budget: Staff presented additional proposed adjustments to the 2015 budget based on updated information and feedback from the Finance Committee. These adjustments included updating insurance premiums for the Fire Department, updating projected health insurance costs based on open enrollment changes and an open position, funding a part-time administrative assistant at the library rather than a part-time library assistant, funding $25,000 from the levy to address the humidity concerns at the senior center, and removing the associate planner position and adding $35,000 for contracted economic development services. It was noted that the planned replacement of in-car cameras for the police department can be delayed until 2016 and that the department is planning to replace facility and interview room cameras and a server in 2015. The exact amounts of the camera replacements are still being determined. There was also a recommendation to include a $20,000 one-time contribution to the Verona Area Needs Network related to their planned relocation to a new facility in 2015. Motion by Linder, seconded by Doyle, to recommend the 2015 Budget as presented including the recommended adjustments Committee with additional changes to increase the contribution to the Verona Area Needs Network from $20,000 to $40,000 for a one-time payment tied to their move to a new facility in 2015 and to delay the planned replacement of the Fire Department ATV-1 and trailer. Motion carried 3-0. 6. Resolution R-14-048 Regarding the Verona Area Needs Network: Mr. McGilvray stated that since the Finance Committee has taken action to include a contribution to the Verona Area Needs Network as part of the recommended budget there is not a need to take action on Resolution R-14-048. Motion by McGilvray, seconded by Linder, to recommend that the City Council postpone indefinitely Resolution R-14-048 Regarding the Verona Area Needs Network. Motion carried 3-0. 7. Adjournment: Motion by McGilvray, seconded by Doyle, to adjourn the Finance Committee Meeting at 6:31 p.m. Motion carried 3-0. Respectfully submitted, Bill Burns, City Administrator
