FINANCE COMMITTEE
NOVEMBER 11, 2019
The meeting was called to order by Chairperson Chad Kemp at 6:00 p.m. in Conference Room
D110
Roll Call: Chairperson Chad Kemp, Alder Kate Cronin and Alder Christine Posey were present
Also present: Mayor Luke Diaz, City Administrator Adam Sayre and Finance Director Brian
Lamers
Public Comment: None
Discussion and Possible Action regarding approval of October 28, 2019 Finance Committee
minutes: Motion was made by Cronin, seconded by Posey to approve the October 28, 2019
Finance Committee minutes with no changes noted. Motion carried 3-0.
Discussion and Possible Action regarding Updates on the 2020 Budget: Lamers stated there are
no updates at this point. He stated we still do not have the final assessment numbers from the
Wisconsin Department of Revenue (WDOR) to tell what the City’s mill rate, which we usually
have by now but after contacting the WDOR they stated there was a manufacturing assessment
being appealed. Lamers stated we also do not have Dane County’s levy to determine the TIF tax
portion.
Discussion and Possible Action regarding Possible Reimbursement of the TID error in 2018:
Sayre stated that SB269 passed last Thursday and is waiting for the Governor’s signature. Sayre
informed the Committee that the Dane County tax system was unable to do negative assessment
so there are two other options of either cutting the checks or reducing the levy. Administration
has been trying to get approval from the WDOR on either reducing the levy or issuing checks
directly to the taxpayers and they have not given us any answers. After further discussion on pros
and cons of the two options the Committee recommended that checks be issued for the refund of
anything over $10.00, however if someone comes in that request there refund that is under
$10.00 that the City issue them a check.
Discussion and Possible Action regarding Notice of Liability Claim: Motion was made by
Kemp, seconded by Cronin to recommend to the City Council to deny the liability claim.
Motion carried 3-0.

Discussion and Possible Action regarding the City Investment Report for October 2019: Lamers
stated the investments continue to go down as we pay for the major constructions projects that
are happening currently.
Discussion and Possible Action regarding the Revenue and Expenditure Report for October
2019: Lamers stated the winter operations overtime for Public Works and Parks is likely to be
over by the end of the year.
Discussion and Possible Action regarding the payment of bills:
Motion was made by Kemp, seconded by Cronin to approve the payment of bills totaling
$441,395.09. Motion carried 3-0.
Adjournment: Motion was made by Cronin, seconded by Posey, to adjourn the Finance
Committee Meeting at 6:24 p.m. Motion carried 3-0.
