City of Verona Finance Committee City Hall – 111 Lincoln Street Verona, WI 53593-1520 MINUTES FINANCE COMMITTEE NOVEMBER 18, 2019 The meeting was called to order by Chairperson Chad Kemp at 6:30 p.m. in Conference Room D110 Roll Call: Chairperson Chad Kemp, Alder Kate Cronin and Alder Christine Posey were present Also present: City Administrator Adam Sayre and Finance Director Brian Lamers Public Comment: None Discussion and Possible Action regarding approval of November 11, 2019 Finance Committee minutes: Motion was made by Cronin, seconded by Posey to approve the November 11, 2019 Finance Committee minutes with no changes noted. Motion carried 3-0. Discussion and Possible Action regarding Resolution R-19-054 Approving the 2020 City of Verona Budget: Kemp thanked all the City staff and the Finance Committee that worked on the budget and for all the hard work. Motion was made by Kemp, seconded by Cronin to approve Resolution R-19-054 approving the 2020 City of Verona budget and forwarding it to the City Council for approval. Motion carried 3-0. Discussion and Possible Action regarding Resolution R-19-055 Approving the Levying of Property Taxes for City Purposes: Motion was made by Kemp, seconded by Posey to approve Resolution R-19-055 approving the levying of property taxes for City purposes and forwarding it to the City Council for approval. Motion carried 3-0. Discussion and Possible Action regarding Possible Reimbursement of the TID error in 2018: Lamers stated that he had worked with the Wisconsin Department of Revenue (WDOR), including sending the calculation and spreadsheets on refunds. He explained the process that the City had planned to do. The WDOR sent an email with the approval of the calculation and the process the City will be doing to get this refund to the taxpayer. Sayre stated that the Governor is schedules to sign the bill possibly Wednesday or Thursday of this week. Discussion and Possible Action regarding Future of the Old Library: Sayre stated that he was confronted by city resident Dan Cavill regarding interest in buying the old Library. He would like to do renovations and re-purpose the building as a Montessri school. Currently they are using Andrew’s Catholic Church. Sayre explained currently we have a lease for $4,950 a month in rent in which the lease will be up in 2020. The roof is in the 2020 budget to be replaced and the parking lot was just replaced. Lamers stated that $30,000 a year in rent is going towards debt www.ci.verona.wi.us payments for the new Library. After further discussion the Committee recommended keeping it as is and the can be discussed again when the current lease is up in 2020. Discussion and Possible Action regarding the payment of bills: Motion was made by Kemp, seconded by Posey to approve the payment of bills totaling $918,991.12. Motion carried 3-0. Adjournment: Motion was made by Posey, seconded by Cronin, to adjourn the Finance Committee Meeting at 6:46 p.m. Motion carried 3-0.
