CITY OF VERONA MINUTES PERSONNEL COMMITTEE DECEMBER 18, 2013 VERONA CITY HALL 1. The meeting was called to order by Elizabeth Doyle at 5:04 p.m. 2. Roll Call: Mike Bare, Elizabeth Doyle, Dale Yurs. Also present: Jon Hochkammer, Mayor; Bill Burns, City Administrator; Bernie Coughlin, Police Chief. 3. Approval of Minutes from the December 9, 2013 Personnel Committee Meeting: Motion by Yurs, seconded by Bare, to approve the minutes from the December 9, 2013 Personnel Committee meeting. Motion carried 3-0. 4. Resolution R-13-056 Approving a Collective Bargaining Agreement Between the City of Verona and the Wisconsin Protective Police Association (WPPA) Local 461 for 2014, 2015, and 2016: Mr. Burns provided a summary of the tentative settlement for a collective bargaining agreement between the City and WPPA for 2014 – 2016. Key terms of the agreement include:  Annual wage adjustments of 3.0% in 2014, 3.0% in 2015, and 3.25% in 2016  A phase-in of employee contributions for the Wisconsin Retirement System of 2.0% in 2014, 4.0% in 2015, and the full employee share in 2016 for employee hired prior to July 2011  Modification to the language for health insurance clarifying the City’s control over the design and selection of health care benefits  An increase in the annual uniform allowance from $550 to $600 The union has voted to ratify the agreement. Committee members expressed that they felt this was a fair settlement and that they were pleased that the negotiations were completed quickly to allow for action on the agreement prior to the end of the year. Motion by Bare, seconded by Yurs, to recommend that the City Council approve resolution R-13-056. Motion carried 3-0. 5. A Wage Adjustment for Police Lieutenant Positions and Authorizing the Use of 2014 Personnel Contingency Funds: Mr. Burns presented compensation information for the Police Lieutenant position. Based on the average of comparable communities, staff recommends a wage adjustment for the Lieutenant positions of $8,715. Mr. Burns also provided information on the projected use of personnel contingency funds. The projected levy-supported cost of the 2014 cost of living adjustments, WPPA contract settlement, and the recommended adjustment for the Police Lieutenant position is $74,299. That would utilize most of the $75,000 budgeted for personnel contingency in 2014. Ald. Bare asked what options the City would have if the Council feels that other personnel adjustments are needed during 2014. Mr. Burns stated that there is a general contingency of $25,000 in the 2014 budget and the City could look for savings elsewhere in the budget. Mayor Hochkammer also suggested that the City could consider designating a portion of the City’s fund balance at the end of 2013 for potential use as a personnel contingency. Mr. Yurs stated that he would like the City to consider reviewing compensation information annually to allow the City to stay close to the market. Mr. Burns reported that the will be working on a compensation and benefits survey in 2014 and will discuss options for working with other area municipalities to share this information. Motion by Yurs, seconded by Doyle, to recommend that the City Council approve the use of 2014 personnel contingency as recommended including a wage adjustment for the Police Lieutenant positions.
