CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE SEPTEMBER 9, 2013 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Chairperson Manley at 5:30 p.m. 2. Roll Call: Members Present: Michael Bare Scott Manley and Dale Yurs. Others Present: Bernie Coughlin, Police Chief; Brian Simons, Library Director; and Kami Lynch, City Clerk. 3. Approval of Minutes. Motion by Yurs, seconded by Bare to approve the minutes from the August 26, 2013 meeting. Motion carried 3/0. 4. Discussion and possible action regarding an application for a Special Event Permit and Temporary Class B Beer license for the 5th Annual Chili Cook Off at the Verona Fire Station on Saturday, September 14, 2013 from Jon Finseth of the Verona Optimists. Chief Coughlin provided information on the details of the event. There was a correction that this is the 6th Annual Event, not the 5th as indicated on the application. As the event is in the middle of the day and of smaller scale no officer will be present at the event. Motion by Manley, seconded by Bare approve the event and to recommend approval of the Temporary Class B Beer license to the Common Council. Motion carried 3/0. 5. Discussion and possible action regarding an application for a Special Event Permit for the Homecoming Parade on Friday, October 4, 2013 from Rita Mortenson of the Verona Area High School. Chief Coughlin explained that this is an annual event in coordination with the Police School Liaison Officer that has been successful in past years. Motion by Yurs, seconded by Bare to recommend approval of the Special Event for the Homecoming Parade to the Common Council. Motion carried 3/0. 6. Discussion and possible action regarding an application for a Special Event Permit for the Verona CROP walk on Sunday, October 13, 2013 from Joe Amato. The CROP walk event is an event that has been successful in prior years and requires no closing of any streets as the participants use sidewalks for the event. Motion by Yurs, seconded by Bare to approve the Special Event of the Verona CROP walk. Motion carried 3/0. 7. Discussion and possible action regarding an application for a Special Event Permit for the Fall Mud Run to be held on October 26 and October 27, 2013 from Ryan Richards, Race Day Events. The applicant was unable to attend the meeting but the Committee felt comfortable considering the application as the event is a reoccurring event with no changes from the Spring Mud Run event. Chief Coughlin will meet with the applicant before the event to go over details. Motion by Yurs, seconded by Bare to approve the Mud Run even with contingency that the Police Chief runs and approves the records check of the applicant. Motion carried 3/0. 2013-9-09 PS&W 8. Discussion and possible action regarding an application for a Temporary Class B Beer license from Mike O’Brien, Ice Inc. for the Fall Mud Run on Sunday, October 27, 2013. Chief Coughlin stated that there are no changes to the layout and function of the event from previous years. Three licensed bartenders will be on staff at the event. Motion by Bare, seconded by Yurs to recommend that the Common Council approve the Temporary Class B Beer license for a ‘Mud Run’. Motion carried 3/0. 9. Discussion and possible action regarding an application for a Temporary Class B Beer & Wine license from the Friends of the Verona Public Library for a Trivia Contest on Saturday, October 5, 2013. Chief Coughlin explained that the event would be contained to the Community Room in the library and also expressed concern for the even due to alcohol being distributed at a City facility. It was also mentioned that staff intends to contact the City’s insurance carrier to see if there would be any issues with holding the event. Motion by Yurs, seconded by Manley to defer the item to a future meeting so that the insurance company may be contacted and the opinions from the insurance company may be used in making a determination on the license at a future meeting.
