CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE AUGUST 25, 2014 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Chairperson Yurs at 5:31 p.m. 2. Roll Call: Members Present: Heather Reekie, Evan Touchett (5:33 p.m.) and Dale Yurs. Others Present: Bernie Coughlin, Police Chief; Jesse Christensen, Police Sergeant; Adam Sayre, Director Planning & Zoning; and Kami Scofield, City Clerk. 3. Approval of Minutes. Motion by Reekie, seconded by Yurs to approve the minutes from the July 28, 2014 meeting. Motion carried 3/0. 4. Discussion and possible action regarding an application for a Special Event Permit for Ironman Wisconsin to be held on Sunday, September 7, 2014 from Ryan Richards of World Triathlon Corp. Sgt. Christensen spoke on behalf of the item. The route has not changed from previous years and the event will be staff by the Police Department to direct traffic. All street closures will be provided to the public on the City website. Motion by Touchett, seconded by Reekie to recommend that the Common Council approve the Special Event. Motion carried 3/0. 5. Discussion and possible action regarding an application for a Special Event Permit and Temporary Class B Beer license for a Chili Cook‐off on Saturday September 20, 2014 at Hometown Festival Park in conjunction with the Fire Department Open House, from Scott Krantz of the Verona Optimists Club. Motion by Reekie, seconded by Touchett to recommend that the Common Council approve the Temporary Class B license liquor license for the Verona Optimists Chili Cook‐off contingent upon the proof of insurance being provided to the clerk. Motion carried 3/0. 6. Discussion and possible action regarding an application for a Special Event Permit for a kids and parents ‘Mud Run’ on Saturday September 27, 2014 at Hometown Festival Park from Katie Hensel. Motion by Touchett, seconded by Reekie to approve the Special Event Permit for the Mud Run. Motion carried 3/0. 7. Discussion and possible action regarding private streets. Chairperson Yurs introduced this item as he asked staff to review regulating or limiting private streets in the City. Staff had previously discussed the item and mentioned that streets less than 28 ft. wide may be designated as a fire lane and parking would not be permitted on the street. This would allow for police enforcement on the private fire lane but the street would remain private and be privately maintained. Ald. Touchett stated that an ordinance would provide clarity to developers and the Council and indicated that the Council could act to make exceptions to the ordinance if they so desired. Ald. Reekie mentioned that if private streets are designated as fire lanes it would be nice if the Public Works Dept. would be responsible for snow removal to avoid resident confusion. The Committee would like this item brought forward at another meeting. No action was taken on the item. 2014-8-25 PS&W 8. Discussion regarding the keeping of bees. Kurt Pierce was the resident requesting this item to be placed on the agenda and he spoke citing reasons why it would be advantageous to amend the City ordinances to allow for the keeping of bees. Staff and committee members discussed details to be considered if such an ordinance would be drafted. No action was taken on this item. 9. Discussion and possible action regarding the bicycle and pedestrian crossing on the 300 block of South Main Street. Due to lack of time the item was tabled to another meeting with no objection. Chair Yurs brought up pushing the meeting time of the committee back to 6:00 p.m. to accommodate overlap between other committee meetings. The members of the committee had no objection to this suggestion. 10. Adjournment. Motion by Touchett, seconded by Reekie to adjourn the meeting at 6:43 p.m. Motion carried 3/0.
