CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JULY 25, 2016 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Scott Stewart at 5:56 p.m. 2. Roll Call: Scott Stewart and Evan Touchett present. Heather Reekie was absent and excused. Also in attendance: Police Chief Bernie Coughlin, Police Sergeant Jesse Christensen, and City Clerk Ellen Clark 3. Approval of Minutes: Motion by Touchett, seconded by Stewart, to approve the minutes of the June 27, 2016 meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: A Special Event Permit for the Arthritis Foundation’s Jingle Bell Run/Walk Madison on December 10, 2016, from Hana Johnson, Development Manager. Hana Johnson has applied for a Special Event Permit for a run/walk to benefit the Arthritis Foundation. Motion by Touchett, seconded by Stewart to approve a Special Event Permit for the Arthritis Foundation’s Jingle Bell Run/Walk Madison on December 10, 2016. Sergeant Christensen stated this event has been going on for two or three years with no problems. The event has three routes – 5K, 10K and 1-mile. At their request, the number of officers assigned to the event will be increased from three to four. The event will reimburse the city for the posting of the No Parking signs. Ms. Johnson will mail a resident notification form to residents two weeks in advance of the event. No Parking signs will be posted at least 48 hours in advance of the event. Motion carried 2-0. 5. Discussion and Possible Action Re: Ordinance No. 16-877 Amending Section 10-1-13 – Required Stops – of the Code of Ordinances of the City of Verona. Motion by Touchett, seconded by Stewart to approve Ordinance No. 16-877 amending Section 10-1-13 – Required Stops – of the Code of Ordinances of the City of Verona. This ordinance will add a stop sign at the newly created intersection of Wall Street and West End Circle. The stop will be consistent with other similar intersections in the city. Motion carried 2-0. 6. Discussion and Possible Action Re: Ordinance No. 16-878 Amending Section 10-1-28 – Large Vehicle Parking – of the Code of Ordinances of the City of Verona. Motion by Touchett, seconded by Stewart, to approve Ordinance No. 16-878 amending Section 10-1-28 – Large Vehicle Parking – of the Code of Ordinances of the City of Verona. This ordinance adds clarification to the definition of a Type 2 vehicle, clearly defines various types of trailers, and includes governing of all types of trailers. Motion carried 2-0. 7. Discussion and Possible Action Re: Ordinance No. 16-879 Amending Section 10-1-33 – Traffic and Parking Regulations on School District Grounds – of the Code of Ordinances of the City of Verona. Motion by Touchett, seconded by Stewart, to approve Ordinance No. 16-879 amending Section 10-1-33 – Traffic and Parking Regulations on School District Grounds – of the Code of Ordinances of the City of Verona. Historically, the main entrance to the Verona Area School District parking lot was on the south side, off of Westlawn Avenue. The school district reconfigured the parking lots for staff and students, moving the main entrance to the east side. This ordinance is intended to reflect these changes, and to add clarification to the new configuration. Portions of the lot will be color coded, signed and painted consistent with the revisions. The Verona Area School District will do the marking and install the signs. Motion carried 2-0. 9. Adjournment. Motion by Touchett, seconded by Stewart, to adjourn at 6:26 p.m. Motion carried 2-0.
