CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE AUGUST 22, 2016 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Scott Stewart at 5:55 p.m. 2. Roll Call: Scott Stewart and Evan Touchett present. Heather Reekie absent and excused. Also in attendance: Police Chief Bernie Coughlin, Police Sergeant Jesse Christensen, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Stewart, to approve the minutes of the July 25, 2016 Public Safety and Welfare meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: A Special Event Permit for the Ironman Triathlon on Sunday, September 11, 2016, from Ryan Richards, World Triathlon Corporation. Motion by Touchett, seconded by Stewart, to recommend to the Common Council to approve a Special Event Permit for the Ironman Triathlon on Sunday, September 11, 2016. Every officer is required to work this event. The route in the area of Nine Mound Road has been adjusted to prevent traffic from going down Nine Mound from the north. The event and the route are well advertised ahead of the event. It’s a big day for everyone, including the participants and spectators. The application is complete and in order. Motion carried 2-0. 5. Discussion and Possible Action Re: A Special Event Permit for the Bike the Barns Bicycle Tour on Sunday, September 18, 2016, from Erika Jones, FairShare CSA Coalition. Motion by Touchett, seconded by Stewart, to approve a Special Event Permit for the Bike the Barns Bicycle Tour on Sunday, September 18, 2016. This event has been held in Verona at least two times in the past. The route is minimal through the City of Verona, and requires no additional staff. The route starts and ends in Badger Prairie Park. The FairShare CSA Coalition has worked with the county regarding use of Badger Prairie Park. There are no public safety concerns regarding this event. The application is complete and in order. Motion carried 2-0. 6. Discussion and Possible Action Re: A Special Event Permit for the Tri 4 Schools Mud Run on Saturday, September 24, 2016 from Katie Brasel. Motion by Touchett, seconded by Stewart, to approve a Special Event Permit for the Tri 4 Schools Mud Run on Saturday, September 24, 2016. This is the fourth year for this event. The event is held in the park behind the City Center, and is designed for children ages 3-13. Participation of approximately 1,500 people is anticipated. The application is complete and in order. Motion carried 2-0. Committee Chair Stewart requested unanimous consent of the committee to hear item 8, followed by item 7. There were no objections. 8. Discussion and Possible Action Re: A Special Event Permit for the Sugar Creek Fun Run on Saturday, October 1, 2016 from Jackie Myers, Sugar Creek PTO. Motion by Touchett, seconded by Stewart, to approve a Special Event Permit for the Sugar Creek Fun Run on Saturday, October 1, 2016. The event starts at Sugar Creek School. Three police department positions are staffed for the event. There are no concerns with this event. Motion carried 2-0. 7. Discussion and Possible Action Re: A Special Event Permit for the Verona Area High School Homecoming Parade on Friday, September 30, 2016, from Rita Mortenson. Motion by Touchett, seconded by Stewart, to approve a Special Event Permit for the Verona Area High School Homecoming Parade on Friday, September 30, 2016. There are no concerns with this event. Motion carried 2-0. 9. Discussion and Possible Action Re: Ordinance No. 16-881 Amending Section 10-1-12 of the Code of Ordinances, Speed Limits – Speed Limit on Old CTH PB. Motion by Touchett, seconded by Stewart, to recommend to the Common Council to approve Ordinance No. 16-881 Amending Section 10-1-12 of the Code of Ordinances, Speed Limits – Speed Limit on Old CTH PB. This ordinance amendment changes the speed limit on Old CTH PB from 45 MPH to 35 MPH from its intersection with East Verona Avenue southerly to a point .13 miles south of its intersection with Forest View Drive. Motion carried 2-0. 9. Adjournment. Motion by Touchett, seconded by Stewart, to adjourn at 6:23 p.m. Motion carried 2-0. Ellen Clark City Clerk
