CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE MARCH 13, 2017 VERONA CITY HALL MINUTES 1. Call to Order: The meeting was called to order by Scott Stewart at 6:02 p.m. 2. Roll Call: Scott Stewart, Heather Reekie and Evan Touchett present. Also in attendance: Police Chief Bernie Coughlin, Paul Jonas, Emma Monheim, Tera Runde, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the minutes of the February 13, 2017 Public Safety and Welfare meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: An Application for a Combination Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages License from Liberty Business Park Hospitality, LLC, d/b/a Bar & Restaurant at the Hyatt Place Hotel, Located at 846 Liberty Drive, Verona, WI, David K. Reinke, Agent. Motion by Touchett, seconded by Stewart, to recommend to the Common Council to approve a Combination Reserve “Class B” Intoxicating Liquor and Class “B” Fermented Malt Beverages License from Liberty Business Park Hospitality, LLC, d/b/a Bar & Restaurant at the Hyatt Place Hotel, located at 846 Liberty Drive, Verona, WI, David K. Reinke, Agent, for the interior portions of the requested license area only, and contingent upon successful completion of city building and fire inspections. A premise description amendment or a license renewal application listing the potential additional licensed area will be required before the outdoor areas of the property will be considered for approval. Chief Coughlin stated that a few minor revisions were made to the request in order to serve alcohol in the conference rooms of the hotel. The chief has no reservations about approving this license with the revisions in place. Motion carried 3-0. 5. Discussion and Possible Action Re: An Application for “Class A” Intoxicating Liquor and Class “A” Fermented Malt Beverages Licenses from Casey’s Marketing Company, d/b/a Casey’s General Store #3586, Located at 103 Prairie Oaks Drive, Verona, WI, Emma Monheim, Agent. Motion by Touchett, seconded by Stewart, to recommend to the Common Council to approve “Class A” Intoxication Liquor and Class “A” Fermented Malt Beverages Licenses to Casey’s Marketing Company, d/b/a Casey’s General Store #3586, located at 103 Prairie Oaks Avenue, Verona, WI, Emma Monheim, Agent, contingent upon the surrender of the “Class A” Intoxicating Liquor and Class “A” Fermented Malt Beverages licenses from Francois Oil Company, Inc. This application is required because Casey’s Marketing Company has purchased the property at 103 Prairie Oaks Drive from Francois Oil Company, Inc. Motion carried 3-0. 6. Discussion and Possible Action Re: An Application for a Cigarette and Tobacco Products Retail License from Casey’s Marketing Company, d/b/a Casey’s General Store #3586,  Located at 103 Prairie Oaks Drive, Verona, WI. Motion by Reekie, seconded by Touchett, to recommend to the Common Council to approve a Cigarette and Tobacco Products Retail License from Casey’s Marketing Company, d/b/a Casey’s General Store #3586, located at 103 Prairie Oaks Drive, Verona, WI. Motion carried 3-0. 7. Discussion and Possible Action Re: Amending the City of Verona Ordinances Section 7- 1-12 – Prohibited and Protected Animals, Fowl, Reptiles and Insects – regarding pigs. Tera Runde brought this item to the attention of her alderperson, Elizabeth Doyle. Runde stated that a mini pig is any pig weighing 350 pounds or less. Most are from 80- 150 pounds. They do not bark, but can make a loud squealing noise if frightened. Pigs do need an outdoor space – a fenced-in area. They are becoming more popular as pets in the United States, are very much like cats and dogs, and are sometimes used as therapy animals. Touchett asked about the pig wallowing in the mud, and in their own excrement. This will cause a smell. Runde stated that it is up to the owner to keep the pig and its surroundings clean to prevent the smell. Coughlin stated that Planning Director Sayre stated that if this occurs, at least two zoning ordinances will have to be revised, as well. Pigs could introduce new disease concerns, as well. City residents have expectations of a city. They come to Verona for a high quality of life. Most are not going to expect that traditional farm animals will be living among them. Touchett would like to hear more about this before making a decision. His biggest concern is the wallowing, and the smell that will inevitably occur. Reekie stated that it sounds like there are already pigs in Verona. She doesn’t necessarily want more pigs, however. Stewart stated he is not hearing a big need for this from the general population. He would recommend getting some feedback from others in the city, and come back to the committee. Mayor Hochkammer stated his main concern is that this is the kind of thing that can cause disagreements between neighbors, which is one of the most difficult things for a city to deal with. He does not see the need for it in the city. Reekie asked Runde to bring back some data from other cities and their ordinances regarding pigs and animals in general, if she feels a need to come back to the committee. No action was taken by the committee. 8. Adjournment. Motion by Touchett, seconded by Reekie, to adjourn at 6:41 p.m. Motion carried 3-0. Ellen Clark City Clerk
