CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE AUGUST 28, 2017 VERONA CITY HALL MINUTES 1. Call to Order: Evan Touchett called the meeting to order at 6:00 p.m. 2. Roll call: Evan Touchett, Sarah Gaskell and Heather Reekie present. Also present: Police Chief Bernie Coughlin, Jessica Edge, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the August 14, 2017 minutes. Motion carried 3-0. 4. Discussion and Possible Action Re: A Special Event Permit Application for the WILDD on Wheels Cycling Event on Sunday, October 1, 2017, from 6 a.m. – 5 p.m., from Ervin Carpenter, Wisconsin Institute of Learning Disabilities and Dyslexia. This is a fundraising event for the Wisconsin Institute of Learning Disabilities and Dyslexia. This is the first year for the event in Verona. The cycling routes will begin and end at the Wisconsin Brewing Company. The routes include a small section of road on the southeast side of the city. No police department staff is requested. Motion by Touchett, seconded by Reekie, to approve a Special Event Permit for the WILDD on Wheels cycling event on Sunday, October 1, 2017, from 6 a.m. – 5 p.m. Motion carried 3-0. 5. Discussion and Possible Action Re: A Special Event Permit Application for the Verona Area High School Homecoming Parade on Friday, October 6, 2017 from 4 p.m. to 5 p.m., from Rita Mortenson, Verona Area High School. This permit application is for the annual Verona Area High School Homecoming Parade. The parade begins at the K Wing parking lot of the high school, travels south on CTH M, west on Verona Avenue, and north on Westlawn Avenue back to the high school parking lot at the end of Westlawn Avenue. Motion by Gaskell, seconded by Reekie, to approve a Special Event Permit for the Verona Area High School Homecoming Parade on Friday, October 6, 2017 from 4 p.m. – 5 p.m. Motion carried 3-0. 6. Discussion and Possible Action Re: Ordinance No. 17-899 Amending Section 10-1-33 of the Code of Ordinances – Traffic and Parking Regulations on School District Grounds. These amendments were requested by the Verona Area High School District administration. Changes include dedication of parking spaces within the high school parking area along the southern entry of the school. Restricted parking spaces include spaces for visitors to the registration office, food service employees and traveling staff. Motion by Touchett, seconded by Reekie, to recommend to the Common Council to approve Ordinance No. 17-899 amending Section 10-1-33 of the Code of Ordinances – Traffic and Parking Regulations on School District Grounds. Motion carried 3-0. 7. Old Business a. Discussion and Possible Action Re: A Special Event Permit Application for the Madison Beer Run on Sunday, October 1, 2017 from 8 a.m. – 4 p.m., from Phil Hoechst, Hop Haus Brewing Company, LLC, 231 S. Main Street, Verona, WI. Mr. Hoechst has requested that the event end time be extended to 8 p.m. The Beer Run is a chip-timed 5K. FourOneFour Events will be partnering with Hop Haus Brewing Company, which is designated as the end of the event route. Each adult event participant will be offered one free beer after completing the course. The business’s parking lot will be used for seating, with metal barricades marking the perimeter of the parking lot area. A temporary premise description amendment is required for serving beer and wine in this area. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve a Special Event Permit for the Madison Beer Run on Sunday, October 1, 2017 from 8 a.m. – 8 p.m., from Phil Hoechst, Hop Haus Brewing Company, LLC, 231 S. Main Street, Verona, WI. Motion carried 2-0, with Touchett abstaining. b. Discussion and Possible Action Re: A Temporary Premise Description Amendment for Class “C” Wine License on Sunday, October 1, 2017, for the Hop Haus Brewing Company, LLC, 231 S. Main Street, Verona, WI to include the Front Parking Lot. This request is made to accommodate Madison Beer Run event participants. Motion by Reekie, seconded by Gaskell, to recommend to the Common Council to approve a Temporary Premise Description Amendment for Class “C” Wine License on Sunday, October 1, 2017, for the Hop Haus Brewing Company, LLC, 231 S. Main Street, Verona, WI to include the front parking lot. Motion carried 2-0, with Touchett abstaining. 8. Motion by Touchett, seconded by Reekie, to adjourn at 6:35 p.m. Motion carried 3-0.
