CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE DECEMBER 18, 2017 VERONA CITY HALL MINUTES 1. Call to order: Evan Touchett called the meeting to order at 6:03 p.m. 2. Roll Call: Evan Touchett, Sarah Gaskell and Heather Reekie were present. Also present: Police Chief Bernie Coughlin and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the minutes from the November 13, 2017 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: Ordinance No. 17-906 Amending Section 13 of Chapter 1 of Title 10 – Motor Vehicles and Traffic – of the City of Verona Code of Ordinances. Motion by Touchett, seconded by Reekie, to recommend to the Common Council to approve Ordinance No. 17-906 amending Section 13 of Chapter 1 of Title 10 – Motor Vehicles and Traffic – of the City of Verona Code of Ordinances. This ordinance was prepared by the police chief and street superintendent to address stop sign placement in areas of new construction/ reconstruction, and public safety. Chief Coughlin reviewed the stop sign placements, explaining the purpose for placing each sign. Motion carried 3-0. 5. Discussion Re: A Draft Ordinance Amending Section 10-1-41 of the Code of Ordinances, City of Verona, Wisconsin Relating to Pedestrian Regulations. Chief Coughlin explained that this ordinance is intended to deal with people in the road medians and islands, which creates traffic and safety issues, particularly in the downtown area. The ordinance prohibits standing for a length of time in the road medians and islands. Discussion included the possible impact of the ordinance on charity events like the fire department’s Pass the Boot campaign, student car washes, etc. Chief Coughlin stated that though they won’t be able to use the medians or islands, using the sidewalk for events such as these will be allowed. For special events like the Iron Man Triathlon, there will already be traffic control in place, so this ordinance will likely not apply. The committee recommended that all medians and islands in the city be included in the ordinance, versus limiting the restrictions to the Main Street and downtown areas. Chief Coughlin will revise the ordinance and bring it back to the committee for further consideration. 6. Adjournment: Motion by Reekie, seconded by Touchett, to adjourn at 6:31 p.m. Motion carried 3-0. Ellen Clark, City Clerk
