CITY OF VERONA PUBLIC SAFETY AND WELFARE COMMITTEE JANUARY 8, 2018 VERONA CITY HALL MINUTES 1. Call to order: Evan Touchett called the meeting to order at 6:30 p.m. 2. Roll Call: Evan Touchett, Sarah Gaskell and Heather Reekie were present. Also present: Police Chief Bernie Coughlin and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Reekie, to approve the minutes from the December 18, 2017 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: Revocation of Class “B” and “Class B” Liquor Licenses for Treads, LLC, d/b/a Treads Bar & Grill, 407 W. Verona Avenue, Mark Tuescher, Agent. City Clerk Clark explained that Treads Bar & Grill has been out of business since at least July 7, 2017. The building at 407 W. Verona Avenue is empty and listed for sale by the owner. City ordinance 7-2-17(b) states that the losing of a licensed premises for at least six months (180 days) is considered abandonment of the business, and is sufficient grounds for revocation of any alcohol license, unless the 180 days is extended by the Common Council. On Wednesday, January 3, 2018, City Clerk Clark notified Mark Tuescher that the city would be moving forward with the revocation process for the Treads, LLC license unless he voluntarily surrendered the license to the City Clerk. On Monday, January 8th, Mr. Tuescher surrendered the liquor license for Treads, LLC to the City Clerk. Because the license was surrendered in a timely manner, no action is required from the committee on this item. 5. Discussion Re: A Draft Ordinance Amending Section 10-1-41 of the Code of Ordinances, City of Verona, Wisconsin Relating to Pedestrian Regulations. This ordinance is intended to deal with people in the road medians and islands, which creates traffic and safety issues. The ordinance was presented for discussion at the December 18, 2017 meeting of the Public Safety and Welfare Committee. Suggestions from the committee were noted and incorporated in this second draft of the ordinance. Chief Coughlin explained that the ordinance was simplified to include all streets in the city, not just those containing medians or islands. This makes the ordinance easier to enforce. Discussion included street use permits as an exception to the ordinance, the use of sidewalks for lemonade stands, etc., and clarification that this ordinance covers only public roads. Chief Coughlin will use the suggestions from the committee to revise the ordinance and bring it back to the committee for discussion and possible action. 6. Adjournment: Motion by Touchett, seconded by Gaskell, to adjourn at 6:48 p.m. Motion carried 3-0. Ellen Clark, City Clerk
