A Special Event Permit application from Joffre Pedretti for the Wildcat Track & Field Community Fun Run on Saturday, April 13, 2019 This is the third year for this fundraiser for the VAHS track & field team. It also serves as a community service project for the team members. The course begins and ends at the high school track. The event is not a race, and will require no city staff. Participants will follow the rules of the road. The event will run from 10 a.m. – Noon. Motion: To approve a Special Event Permit for the Wildcat Track & Field Community Fun Run on Saturday, April 13, 2019. 2. A Special Event Permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 1, 2019 This is the third year for this event, which is a fundraiser for the Glacier Edge Elementary School. The event will run from 5 p.m. – 7 p.m. The one-mile route begins and ends at the Glacier Edge playground. There will be color stations along the course at Tower Park and Tollefson Park. The run will take place on the sidewalks. Approval of this event will be contingent upon submittal of a Certificate of Liability Insurance naming the City of Verona as the Certificate Holder. Motion: To approve a Special Event Permit for the Glacier Edge Color Run on Wednesday, May 1, 2019, contingent upon submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. 3. A Special Event Permit application from Stacey Burkart, Verona Area Public Library Director, for the Word on the Street 5K Run/Walk and Kids’ Run on Saturday, May 4, 2019 This is the fourth year for this event. This fundraising event for the Verona Public Library will run from 8 a.m. – 10 a.m. The route begins and ends at the library. Participants will cross E. Verona Avenue at Franklin Street. An officer will be staffed at that location. Sidewalk chalk will be used for pavement markings. Motion: To approve a Special Event Permit for the Word on the Street 5K Run/Walk and Kids’ Run on Saturday, May 4, 2019. 4. A Special Event Permit application from Patti Ullsperger, Fisher King Winery, for the Fisher King Winery 5K Fun Run/Walk on Saturday, June 22, 2019 This is the second year for this event. Fisher King Winery is sponsoring a 5K Fun Run/Walk, with proceeds going to the Dane County Humane Society. The event route begins on Liberty Street near the winery, and follows CTH PB and the Ice Age Trail. Route crossing at CTH M and Liberty Street will be facilitated by a Verona Police Officer, the cost of which will be reimbursed by the applicant. A post-race celebration will be held in the winery. Approval of this event will be contingent upon submittal of a Certificate of Liability Insurance naming the City of Verona as the Certificate Holder. Motion: To approve a Special Event Permit for the Fisher King Winery 5K Fun Run/Walk on Saturday, June 22, 2019, contingent upon the submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. 5. A Special Event Permit application from Jessica Laufenberg, Rocket Bicycle Studio, for The Loop Pursuit Triathlon on Sunday, August 4, 2019 This is the first year for The Loop Pursuit Triathlon. Rocket Bicycle Studio is organizing this event. The event begins and ends at Fireman’s Park, and includes a 50-mile route which consists of a .8 mile swim in the Fireman’s Park quarry; 39.2 miles of biking through the Verona, Cross Plains, Mt. Horeb, and Mt. Veron areas; and a 10-mile run on the Military Ridge Trail. Bruce Street will be closed from just east of 507 Bruce Street to Paoli Street. Traffic will have access to Bruce Street from the east. The remaining intersections impacted will be monitored/controlled by seven Verona Police Officers, the cost of which will be reimbursed by the applicant. The event will end around 2:30 p.m., but public access to Fireman’s Park will be available by 12 p.m. The applicant will be requesting a temporary premises description amendment at a later date for n+1 Coffee and Beer Bar to allow them to serve beer outside after the event. Motion: To approve a Special Event Permit for The Loop Pursuit Triathlon on Sunday, August 4, 2019. 6. A Special Event Permit application from Alex Ogden, FourOneFour Events, for the Wisconsin Beer Run 5K & .05K on October 19, 2019 This is the third year for this event in Verona. The event will run from 9 a.m. – 1 p.m. The Wisconsin Beer Run is a chip-timed 5K. FourOneFour will be partnering with Hop Haus Brewing Company, which is designated as the end of the event route. Railroad Street will be closed between S. Main Street and Franklin Street from 8 a.m. – 1 p.m. Residents will be notified of the street closure. Other intersections impacted by the race will be staffed by Verona Police Officers, the cost of which will be reimbursed by the applicant. Approximately 800 people are expected to participate in the event. Approval of this event will be contingent upon submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Motion: To recommend to the Common Council to approve a Special Event Permit for the Wisconsin Beer Run 5K and .05K on Saturday, October 19, 2019, contingent upon the submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. 7. A Special Event Permit application from Le Jordan, Verona Area Chamber of Commerce, for the Spring Eggstravaganza on Saturday, April 20, 2019 This is the first year for the Spring Eggstravaganza. The event will take place at Harriet Park, and will run from 9 a.m. – Noon. Requested permit time is 7:30 a.m. – 1:30 p.m. to allow for set up and tear down time. Breakfast with the Bunny will consist of pancakes and juice. Brats, chips and soda will also be sold, along with flavored alcoholic seltzers. There will be treats and several make-and-take crafts for the kids, including potted flowers and construction paper bunny ears. A Temporary Class “B”Retailer’s License is required for the sale of alcoholic beverages at this event. Motion: To recommend to the Common Council to approve a Special Event Permit for the Verona Area Chamber of Commerce Spring Eggstravaganza on Saturday, April 20, 2019. 8. An application for a Temporary Class “B” and “Class B” Retailer’s License from the Verona Area Chamber of Commerce for the Spring Eggstravaganza event on Saturday, April 20, 2019 at Harriet Park, 414 Mary Lou Street, Verona, WI 53593, Le Jordan, Agent This Temporary Class “B” and “Class B” Retailer’s License allows the Verona Area Chamber of Commerce to sell alcoholic beverages at the Spring Eggstravaganza event. Call to order: Heather Reekie called the meeting to order at 5:45 p.m. 2. Roll Call: Heather Reekie and Katie Kohl were present. Also present: Police Chief Bernie Coughlin, Interim Administrator Adam Sayre and City Clerk Ellen Clark. Evan Touchett arrived at 5:49 p.m. 3. Approval of Minutes: Motion by Kohl, seconded by Reekie, to approve the minutes from the February 25, 2019 Public Safety and Welfare Committee meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: End User License Agreement with Zuercher Technologies LLC and Community Data Platform Membership Agreement with TriTech. These agreements relate to the City’s Multi-Jurisdictional Public Safety Informational System (MPSIS) and the records management system. Chief Coughlin explained that the request is for the replacement of our police records management system. The City joined the multi-jurisdictional system in 2009. The system works quite well. The new incident-based reporting system is a bit different than the incident-based reporting system we are currently using. These agreements are a partnership with Fitchburg and other municipalities. Half of the City’s total cost of $61,415 ($30,708), was approved in the 2019 Capital Improvement Plan (CIP), and the Chief anticipates the other half being approved in the 2020 CIP. The City Attorney has reviewed the agreements and has no significant concerns. Staff recommends to the Common Council to approve the agreements subject to final review and approval by the City Attorney and Chief of Police. Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve the End User License Agreement with Zuercher Technologies LLC and Community Data Platform Membership Agreement with TriTech subject to final review and approval by the City Attorney and Chief of Police.
