Call to order: Heather Reekie called the meeting to order at 5:48 p.m. 2. Roll Call: Heather Reekie and Katie Kohl were present. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Kohl, seconded by Reekie, to approve the minutes from the March 18, 2019 Public Safety and Welfare Committee meeting. Motion carried 2-0. 4. Discussion and Possible Action Re: A Special Event Permit application from Joffre Pedretti for the Wildcat Track & Field Community Fun Run on Saturday, April 13, 2019. This is the third year for this fundraiser for the VAHS track & field team. It also serves as a community service project for the team members. The course begins and ends at the high school track. The event is not a race and will require no road closures, no parking signs, or any city staff. Participants will follow the rules of the road. A speaker will be used for event announcements. The event will run from 10 a.m. – Noon. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for the Wildcat Track & Field Community Fun Run on Saturday, April 13, 2019. Motion carried 2-0. 5. Discussion and Possible Action Re: A Special Event Permit application from Lauren Birkel, Glacier Edge Elementary PTO, for the Glacier Edge Color Run on Wednesday, May 1, 2019. This is the third year for this event which is a fundraiser for the Glacier Edge Elementary School. The event will run from 5 p.m. – 7 p.m. The one-mile route begins and ends at the Glacier Edge playground. There will be color stations along the course at Tower Park and Tollefson Park. The run will take place on the sidewalks. Approval of this event will be contingent upon submittal of a Certificate of Liability Insurance naming the City of Verona as the Certificate Holder and approval by the Parks, Recreation & Forestry Commission. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit application for the Glacier Edge Color Run on Wednesday, May 1, 2019, contingent upon submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder and approval by the Parks, Recreation & Forestry Commission. Motion carried 2-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Stacey Burkart, Verona Area Public Library Director, for the Word on the Street 5K Run/Walk and Kids’ Run on Saturday, May 4, 2019. This is the fourth year for this event. This fundraising event for the Verona Public Library will run from 8 a.m. – 10 a.m. The route begins and ends at the library. Participants will cross E. Verona Avenue at Franklin Street. An officer will be staffed at that location. Sidewalk chalk will be used for pavement markings. Two to three hundred runners are expected to participate. A water station will be set up at the fire station. The event will run from 8 a.m. – 10 a.m. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for the Word on the Street 5K Run/Walk and Kids’ Run on Saturday, May 4, 2019. Motion carried 2-0. 7. Discussion and Possible Action Re: A Special Event Permit application from Patti Ullsperger, Fisher King Winery, for the Fisher King Winery 5K Fun Run/Walk on Saturday, June 22, 2019. This is the second year for this event. Fisher King Winery is sponsoring a 5K Fun Run/Walk, with proceeds going to the Dane County Humane Society. The event route begins on Liberty Street near the winery, and follows CTH PB and the Ice Age Trail. Route crossing at CTH M and Liberty Street will be facilitated by a Verona Police Officer, the cost of which will be reimbursed by the applicant. A post-race celebration will be held inside the winery. Approval of this event will be contingent upon submittal of a Certificate of Liability Insurance naming the City of Verona as the Certificate Holder. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for the Fisher King Winery 5K Fun Run/Walk on Saturday, June 22, 2019, contingent upon the submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Motion carried 2-0. 6:04 p.m. – Evan Touchett now present. 8. Discussion and Possible Action Re: A Special Event Permit application from Jessica Laufenberg, Rocket Bicycle Studio, for The Loop Pursuit Triathlon on Sunday, August 4, 2019. This is the first year for The Loop Pursuit Triathlon. It was formally approved by the Public Safety Committee in 2018, but the applicant decided to not hold the event until 2019. Rocket Bicycle Studio is organizing this event. The event begins and ends at Fireman’s Park, and includes a 50-mile route which consists of a .8 mile swim in the Fireman’s Park quarry; 39.2 miles of biking through the Verona, Cross Plains, Mt. Horeb, and Mt. Veron areas; and a 10-mile run on the Military Ridge Trail. Bruce Street will be closed from just east of 507 Bruce Street to Paoli Street. The remaining intersections impacted will be monitored/controlled by seven Verona Police Officers, the cost of which will be reimbursed by the applicant. Required barricades will be provided by the applicant. The event will end around 2:30 p.m., but public access to Fireman’s Park will start by 12:00 p.m. Traffic will have access to Bruce St. from the east. The Carnes parking lot will be used for additional parking for the event. The applicant will be requesting a temporary premises description amendment at a later date for n+1 Coffee and Beer Bar to allow them to serve beer outside after the event. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for The Loop Pursuit Triathlon on Sunday, August 4, 2019. Motion carried 3-0. 9. Discussion and Possible Action Re: A Special Event Permit application from Alex Ogden, FourOneFour Events, for the Wisconsin Beer Run 5 K & .05K on October 19, 2019. This is the third year for this event in Verona. The event will run from 9 a.m. – 1 p.m. The Wisconsin Beer Run is a chip-timed 5K. FourOneFour will be partnering with Hop Haus Brewing Company, which is designated as the end of the event route. Residents will be notified of the date and time of the street closures on Railroad Street. Railroad Street will be closed between S. Main St. and Franklin St from 8:00 a.m. – 1:00 p.m. The other intersections impacted by the race will be staffed by Verona Police Officers, the cost of which will be reimbursed by the event applicants. Approximately 750 people are expected to participate in the event. Approval of this event will be contingent upon submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Motion by Reekie, seconded by Kohl, to approve a Special Event Permit for the Wisconsin Beer Run 5K and .05K on Saturday, October 19, 2019, contingent upon the submittal of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Discussion and Possible Action Re: A Special Event Permit application from Le Jordan, Verona Area Chamber of Commerce, for the Spring Eggstravaganza on Saturday, April 20, 2019. This is the first year for the Spring Eggstravaganza. The event will take place at Harriet Park, and will run from 9 a.m. – Noon. Requested permit time is 7:30 a.m. – 1:30 p.m. to allow for set up and tear down time. Breakfast with the Bunny will consist of pancakes and juice. Brats, chips and soda will also be sold, along with flavored alcoholic seltzers. The area encompassing the shelter will be fenced where alcohol is consumed. Those purchasing and consuming alcohol will be identified and wristbanded. One Verona Police Officer will be present for the event, the cost of which will be reimbursed by the applicant. Treat-filled plastic eggs will be given away. There will also be several make-and- take crafts for the kids, including potted flowers and construction paper bunny ears. A Temporary Class “B”Retailer’s License is required for the sale of alcoholic beverages at this event. Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit for the Verona Area Chamber of Commerce Spring Eggstravaganza on Saturday, April 20, 2019. Discussion and Possible Action Re: An application for a Temporary Class “B” and “Class B” Retailer’s License from the Verona Area Chamber of Commerce for the Spring Eggstravaganza event on Saturday, April 20, 2019 at Harriet Park, 414 Mary Lou Street, Verona, WI 53593, Le Jordan, Agent. This Temporary Class “B” and “Class B” Retailer’s License allows the Verona Area Chamber of Commerce to sell alcoholic beverages at the Spring Eggstravaganza event.
