Call to order: Heather Reekie called the meeting to order at 6:02 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Even Touchett were present. Also present: Police Chief Bernie Coughlin, Michael O’Brien, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Kohl, seconded by Touchett, to approve the minutes from the April 8, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Discussion and Possible Action Re: A Change of Agent request from Kwik Trip, Inc. for Kwik Trip #837, 400 East Verona Avenue, Verona, WI 53593. Kwik Trip has requested a change of agent for their Combination Class “A” and “Class A” Liquor License at Kwik Trip #837 from Carol Sue Cutler to Tracy L. Alvey. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a change of agent request from Kwik Trip, Inc. for Kwik Trip #837, 400 East Verona Avenue, Verona, WI 53593. Motion carried 3-0. 5. Discussion and Possible Action Re: A Change of Agent request from Walgreen Company for Walgreens #01159, 104 N. Main Street, Verona, WI 53593. Walgreen Company has requested a change of agent for their Combination Class “A” and “Class A” Liquor License at Walgreens #01159 from Mark Waldvogel to Tim Y. Kjol. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a change of agent request from Walgreen Company for Walgreens #01159, 104 N. Main Street, Verona, WI 53593. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Michael O’Brien, Ice, Inc., for the Hometown Brew Down on Saturday, July 13, 2019. This event is a craft beer fest, with the proceeds going to the Verona Ice Arena. This is the fifth year for the event. The event is held on the Verona Ice Arena property. Craft beers, cheese and other foods will be served. Games and a small band will also be provided. A Temporary Class “B” Retailer’s License will be required for this event. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit application from Michael O’Brien, Ice, Inc., for the Hometown Brew Down on Saturday, July 13, 2019, contingent upon submission of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Motion carried 3-0. 7. Discussion and Possible Action Re: An application for a Temporary Class “B” Retailer’s License from Ice, Inc., for the Hometown Brew Down event on Saturday, July 13, 2019 at 451 E. Verona Avenue from 11 a.m. – 7 p.m. This license allows Ice, Inc. to sell beer at the Hometown Brew Down event. Licensed bartenders will be on site throughout the event. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Temporary Class “B” Retailer’s License from Ice, Inc., for the Hometown Brew Down event on Saturday, July 13, 2019 at 451 E. Verona Avenue from 11 a.m. – 7 p.m., contingent upon submission of a Certificate of Insurance naming the City of Verona as the Certificate Holder. Motion carried 3-0. 8. An Amplification Device Permit application from Vital Signs, Inc., 245 Horizon Drive, on Saturday, July 27, 2019 from 5 p.m. – 10 p.m. Vital Signs, Inc., and Mike Chamberlin, are requesting an Amplification Device Permit for their “Howling at the Moon” event on Friday and Saturday, July 26 and 27, 2019. This is an invitation- only event for 40-50 painters, with the purpose of demonstrating and training painting techniques. For entertainment, Vital Signs will be sponsoring a live band in their parking lot at 245 Horizon Drive from 5 p.m. – 10 p.m. on Saturday, July 27th. Motion: To approve an Amplification Device Permit for Vital Signs, Inc., 245 Horizon Drive, from 5 p.m. – 10 p.m. on Saturday, July 27, 2019 2. A Special Event Permit application from Le Jordan, Verona Area Chamber of Commerce, for Hometown Days on Thursday - Sunday, May 30 - June 2, 2019. Hometown Days will again be located at Festival Park located behind City Hall. The general layout of the festival is consistent with last year. Thursday night activities include a laser show, trivia tournament, food trucks, and a beer tent with a DJ. Fireworks will be held on Friday night. Other weekend activities include pony rides, a petting zoo, the Hometown Hustle 5K run/walk, live music, food stands, carnival rides, the Hometown Rumble car show, and the Hometown Days parade. This application includes all event-related activities, including the Hometown Rumble car show, the Hometown Hustle 5K Run/Walk, and the Hometown Days parade. A Temporary Class “B” Retailer’s License is required for this event. Motion: To recommend to the Common Council to approve a Special Event Permit for Hometown Days on Thursday-Sunday, May 30-June 2, 2019. 3. An application for a Temporary Class “B” Retailer’s License from the Verona Area Chamber of Commerce for Hometown Days on Thursday - Sunday, May 30 - June 2, 2019, at Festival Park, 111 Lincoln Street, Le Jordan, Agent. This Temporary Class “B” Retailer’s License allows the Verona Area Chamber of Commerce to sell beer and wine spritzers at the Hometown Days event. The beer tent will be open Thursday through Sunday. Beer will be served in cans; there will be no draft beer. No children will be allowed in the beer tent on Thursday evening. Children age 14 and under will be allowed in the beer tent with a parent until 7:00 p.m. on Friday and Saturday nights, and until 5:30 p.m. on Sunday. A safe ride program will be provided. A licensed bartender will be on site during all beer tent hours. Motion: To recommend to the Common Council to approve a Temporary Class “B” Retailer’s License for Hometown Days on Thursday-Sunday, May 30-June 2, 2019, Le Jordan, Agent 4. Phil Hoechst has applied for a Special Event Permit for an anniversary party on Saturday, June 22, 2019, at Hop Haus Brewing Company, 231 S. Main Street. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area. A temporary premise description amendment is required for serving beer and wine in this area. Phil Hoechst has applied for a Special Event Permit for the Madison Beer Run from 6 a.m. to 1 p.m. on Saturday, October 19, 2019 at Hop Haus Brewing Company, 231 S. Main Street. The Beer Run event is a chip-timed 5K. FourOneFour Events will be partnering with Hop Haus Brewing Company, which is designated as the end of the event route. Each adult event participant will be offered one free beer after completing the course. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area.
