Call to order: Heather Reekie called the meeting to order at 6:00 p.m. 2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Clerk Ellen Clark. 3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from the April 22, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0. 4. Public Comment: None 5. Discussion and Possible Action Re: An Amplification Device Permit for Vital Signs, Inc. on Saturday, July 27, 2019, from 5 p.m. – 10 p.m. Mike Chamberlin, Vital Signs, Inc., is requesting an Amplification Device Permit for their “Howling at the Moon” event on Saturday, July 27, 2019. This is an invitation-only event for 40-50 painters, with the purpose of demonstrating and training painting techniques. For entertainment, Vital Signs will be sponsoring a live band in their parking lot at 245 Horizon Drive from 5 p.m. – 10 p.m. on Saturday, July 27th. Motion by Reekie, seconded by Kohl, to approve an Amplification Device Permit for Vital Signs, Inc., 245 Horizon Drive, from 5 p.m. – 10 p.m. on Saturday, July 27, 2019. Motion carried 3-0. 6. Discussion and Possible Action Re: A Special Event Permit application from Le Jordan, Verona Area Chamber of Commerce, for the Hometown Days event on Thursday – Sunday, May 30 – June 2, 2019 at Festival Park, 111 Lincoln Street. Hometown Days will again be held at Festival Park located behind City Hall. The general layout of the festival is consistent with last year. Thursday night activities include a laser show, trivia tournament, food trucks, and a beer tent with a DJ. Fireworks will be held on Friday night. Other weekend activities include pony rides, a petting zoo, the Hometown Hustle 5K run/walk, live music, food stands, carnival rides, the Hometown Rumble car show, and the Hometown Days parade. This application includes all event-related activities. A Temporary Class “B” Retailer’s License is required for this event. Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit for Hometown Days on Thursday – Sunday, May 30 – June 2, 2019 at Festival Park, 111 Lincoln Street. Motion carried 3-0. 7. Discussion and Possible Action Re: An application for a Temporary Class “B” Retailer’s License from the Verona Area Chamber of Commerce for the Hometown Days Event on Thursday – Sunday, May 30 – June 2, 2019 at Festival Park, 111 Lincoln Street, Le Jordan, Agent. This Temporary Class “B” Retailer’s License allows the Verona Area Chamber of Commerce to sell beer and wine spritzers at the Hometown Days event. The beer tent will be open Thursday through Sunday. Beer will be served in cans; there will be no draft beer. No children will be allowed in the beer tent on Thursday evening. Children age 14 and under will be allowed in the beer tent with a parent until 7:00 p.m. on Friday and Saturday nights, and until 5:30 p.m. on Sunday. A safe ride program will be provided on Friday and Saturday nights. A licensed bartender will be on site during all beer tent hours. Verona Police Department officers will also be present at the beer tent. Motion by Touchett, seconded by Kohl, to recommend to the Common Council to approve a Temporary Class “B” Retailer’s  License from the Verona Area Chamber of Commerce for the Hometown Days Event on Thursday – Sunday, May 30 – June 2, 2019 at Festival Park, 111 Lincoln Street, Le Jordan, Agent. Motion carried 3-0. 8. Discussion and Possible Action Re: A Special Event Permit application from Philipp Hoechst for the Hop Haus Brewing Company 4th Anniversary Party from 8 a.m. – Midnight on Saturday, June 22, 2019. Phil Hoechst has applied for a Special Event Permit for an anniversary party on Saturday, June 22, 2019, at Hop Haus Brewing Company, 231 S. Main Street. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area. A temporary premises description amendment is required for serving beer and wine in this area. Motion by Reekie, seconded by Kohl, to recommend to the Common Council to approve a Special Event Permit for the Hop Haus Brewing Company 4th Anniversary Party from 8 a.m. – Midnight on Saturday, June 22, 2019. Phil Hoechst has applied for a Special Event Permit for a Multiple Sclerosis fundraiser on Saturday, July 27, 2019, from 8 a.m. - Midnight at Hop Haus Brewing Company, 231 S. Main Street. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area. A temporary premises description amendment is required for serving beer and wine in this area. This approval is contingent upon receipt of a Certificate of Insurance listing the City of Verona as the Certificate Holder. Discussion and Possible Action Re: A Special Event Permit application from Philipp Hoechst for the Wisconsin Beer Run at 231 S. Main Street from 6 a.m. – 1 p.m. on Saturday, October 19, 2019. Phil Hoechst has applied for a Special Event Permit for the Wisconsin Beer Run from 6 a.m. to 1 p.m. on Saturday, October 19, 2019 at Hop Haus Brewing Company, 231 S. Main Street. The Beer Run event is a chip-timed 5K. FourOneFour Events will be partnering with Hop Haus Brewing Company, which is designated as the end of the event route. Each adult event participant will be offered one free beer after completing the course. The business’s parking lot will be used for seating, a food cart and live music, with metal barricades marking the perimeter of the parking lot area. A temporary premises description amendment is required for serving beer and wine in this area. This approval is contingent upon receipt of a Certificate of Insurance listing the City of Verona as the Certificate Holder. A Special Event Permit application from Lucas Molloy, Race Day Events, for the Wisconsin Triterium Triathlon on Saturday, June 22, 2019 from 4:30 a.m. – 1 p.m. This event has been held at Firemen’s Park for several years. There is a slight change to the route this year that includes some hard closures. The swim portion will take place at Fireman’s Park with lifeguards on site, in the water. After the swim, athletes will transition to the bike portion, which leaves out of Fireman’s Park and goes south on HWY 69/Paoli St. The bicyclists will also return to Fireman’s Park from the south HWY 69/Paoli St and onto Bruce St. and transition to the run course. The runners will leave Fireman’s and proceed down Bruce St. to Locust Dr., north on Locust Dr. to Main St., north on Main St. to Paoli St., south on Paoli St. to Nine Mound Rd., west on Nine Mound Rd. to the Military Ridge bike trail, out for a period on the bike trail, then back to Nine Mound Rd., back to Paoli St. and south on Paoli St. to Bruce St. and then to the park for the finish. There will be a full closure on HWY 69/Paoli St between Nine Mound Rd. and the USH 151 overpass. There will also be a full closure on Bruce St. from Paoli St and Investment Court with the exception of a controlled lane allowing access to the Rocket Bicycle Studio/SBR Endurance Performance Center accessible from Locust Dr. Business/Resident notification letters will be sent/delivered to notify those impacted. Officers will be positioned at Bruce St. and Investment Ct., Bruce St. at Paoli St., and Nine Mound Rd at Paoli St. Barricades will be provided by RaceDay events. Detour routes will be posted by RaceDay events. Motion: To approve a Special Event Permit for the Wisconsin Triterium Triathlon on Saturday, June 22, 2019 from 4:30 a.m. – 1 p.m., contingent upon approval from the Dane County Sheriff’s Department 2. Discussion and Possible Action Re: A Special Event Permit application from Matthew Giesfeldt for the Mama Goose Memorial Run/Walk on Saturday, August 4, 2018 from 7 a.m. – 11 a.m. This will be the tenth year for the Mama Goose Run/Walk. All proceeds from this event go to the Carbone Cancer Center. The 5K course starts and ends at Veterans Park. Volunteers will be at every corner of the course. 175-200 runners are expected. No traffic control is necessary for this event. Motion: To approve a Special Event Permit from Matthew Geisfeldt for the Mama Good Memorial Run/Walk on Saturday, August 4, 2018 from 7 a.m. – 11 a.m. 3. Approval of alcohol license applications for the 2019-2020 licensing period. Twenty-nine applications for 2019-2020 retail alcohol license renewals were received by the City Clerk. Premises inspections by the building inspection and fire departments were completed and approved for all applicants. The list of applicants is included in the committee packet.
