MINUTES
1. Call to order: Heather Reekie called the meeting to order at 6:03 p.m.
2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present:
Sergeant Jesse Christensen, and Deputy City Clerk Kayla Martin.
3. Approval of Minutes: Motion by Reekie, seconded by Touchett, to approve the minutes
from the June 10, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0.
4. Public Comment: None
5. Discussion and Possible Action Re: An application for a Class “B” Fermented Malt Beverage
and “Class C” Wine Retailer’s License for Knit and Sip The Sow’s Ear Verona, LLC, d/b/a The
Sow’s Ear, 125 South Main Street, Verona, Wisconsin, Jennifer Davis, Agent.
The applicant would like to serve beer and wine in the first floor of The Sow’s Ear located at
125 South Main Street. Beer and wine will be served from the café area from 11 a.m. to
close. These licenses will only cover the interior first floor of the building (approx. 2,060 sq.
ft.). The café seats about 55 people. Premises inspections by the building inspection and fire
departments were completed and approved for this property. Motion by Touchett,
seconded by Kohl, to recommend to the Common Council to approve a Class “B” Fermented
Malt Beverage and “Class C” Wine Retailer’s License for Knit and Sip The Sow’s Ear Verona,
LLC, d/b/a The Sow’s Ear, 125 South Main Street, Verona, Wisconsin, Jennifer Davis, Agent.
Motion carried 3-0.
6. Adjournment: Motion by Kohl, seconded by Touchett, to adjourn at 6:08 p.m. Motion
carried 3-0.

1. Call to order: Heather Reekie called the meeting to order at 6:02 p.m.
2. Roll Call: Heather Reekie, Katie Kohl and Evan Touchett were present. Also present: Police
Chief Bernie Coughlin, Sergeant Jesse Christensen, and City Clerk Ellen Clark.
3. Approval of Minutes: Motion by Touchett, seconded by Kohl, to approve the minutes from
the May 28, 2019 Public Safety and Welfare Committee meeting. Motion carried 3-0.
4. Public Comment: None
5. Discussion and Possible Action Re: A Special Event Permit application from Lucas Molloy,
Race Day Events, for the Wisconsin Triterium Triathlon on June 22, 2019 from
4:30 a.m. – 1 p.m. This event has been held at Firemen’s Park for several years. There is a
slight change to the route this year that includes some hard closures. The swim portion will
take place at Fireman’s Park with lifeguards on site, in the water. After the swim, athletes
will transition to the bike portion, which leaves out of Fireman’s Park and goes south on
HWY 69/Paoli Street. The bicyclists will also return to Fireman’s Park from the south on
HWY 69/Paoli Street and onto Bruce Street, and transition to the run course. The runners
will leave Fireman’s Park and proceed down Bruce Street to Locust Dr., north on Locust Dr.
to Main Street, north on Main Street to Paoli Street, south on Paoli Street to Nine Mound
Road, west on Nine Mound Road to the Military Ridge bike trail, out for a period on the bike
trail, then back to Nine Mound Road, back to Paoli Street and south on Paoli Street to Bruce
Street and then to the park for the finish. There will be a full closure on HWY 69/Paoli Street
between Nine Mound Road and the USH 151 overpass. There will also be a full closure on
Bruce Street from Paoli Street and Investment Court with the exception of a controlled lane
allowing access to the Rocket Bicycle Studio/SBR Endurance Performance Center accessible
from Locust Drive. Business/Resident notification letters will be sent/delivered to notify
those impacted. Officers will be positioned at Bruce Street and Investment Court, Bruce
Street at Paoli Street, and Nine Mound Road at Paoli Street. Barricades will be provided by
Race Day events. Detour routes will be posted by Race Day events.
Touchett asked Race Day Events to do what they have to do to create optimum safety for
the event participants, and asked Molloy to report back to the committee what steps were
taken to increase safety overall.
Molloy stated they will do everything possible to ensure the safety of the participants
during the event, including working closely with Fitch-Rona EMS ahead of and during the
event.
Motion by Touchett, seconded by Kohl, to approve a Special Event Permit for the Wisconsin
Triterium Triathlon on Saturday, June 22, 2019 from 4:30 a.m. – 1 p.m., contingent upon
approval from the Wisconsin Department of Transportation for closure of HWY 69, and
approval from the Department of Natural Resources for use of their trail.
Motion carried 3-0.
6. Discussion and Possible Action Re: A Special Event Permit application from Matthew
Giesfeldt for the Mama Goose Memorial Run/Walk on Saturday, August 3, 2019
from 7 a.m. – 11 a.m. This will be the eleventh year for the Mama Goose Run/Walk. All
proceeds from this event go to the Carbone Cancer Center. The 5K course starts and ends at
Veterans Park. A cone shoot from the park to the bridge at the end of Lincoln Street will be
in place this year. Volunteers will be at every corner of the course. 175-200 runners are
expected. No traffic control is necessary for this event. Motion by Touchett, seconded by
Kohl, to approve a Special Event Permit from Matthew Geisfeldt for the Mama Goose
Memorial Run/Walk on Saturday, August 3, 2019 from 7 a.m. – 11 p.m. Motion carried 3-0.
7. Discussion and Possible Action Re: Approval of alcohol license applications for the
2019-2020 licensing period. The City Clerk presented a list of alcohol license applications for
the 2019-2020 licensing period. Premises inspections by the building inspection and fire
departments were completed and approved for all applicants. One applicant, The Heights of
Verona, LLC, d/b/a The Heights, 411 Prairie Heights Drive, has unpaid delinquent personal
property taxes. The alcohol license application for this applicant cannot be approved until
the delinquent personal property taxes are paid in full. Motion by Reekie, seconded by
Touchett, to recommend to the Common Council to approve the alcohol license
applications for the 2019-2020 licensing period, as presented by the City Clerk, with the
exception of The Heights of Verona, LLC, d/b/a The Heights, 411 Prairie Heights Drive.
Motion carried 3-0.
Motion by Reekie, seconded by Kohl, to approve the alcohol license for the Heights of
Verona, LLC, d/b/a The Heights, 411 Prairie Heights Drive, contingent upon payment of
unpaid delinquent personal property taxes. Motion carried 3-0.
8. Discussion and Possible Action Re: Approval of cigarette/tobacco license applications for
the 2019-2020 licensing period. The City Clerk presented a list of cigarette and tobacco
license applications for the 2019-2020 licensing period. Motion by Reekie, seconded by
Kohl, to recommend to the Common Council to approve the cigarette and tobacco license
applications for the 2019-2020 licensing period, as presented by the City Clerk. Motion
carried 3-0.
9. Adjournment: Motion by Touchett, seconded by Reekie, to adjourn at 6:34 p.m. Motion
carried 3-0.
