Call to order: Heather Reekie called the meeting to order at 6:33 p.m. 2. Roll Call: Heather Reekie, Evan Touchett and Phil Hoechst were present. Also present: City Clerk Holly Licht and Lieutenant Jesse Christensen. 3. Public Comments: None 4. Approval of Minutes from the June 13, 2022 Public Safety and Welfare Committee meeting Motion by Touchett, seconded by Hoechst to approve the minutes from the June 13, 2022 Public Safety and Welfare Committee meeting. Motion carried 3-0. 5. Discussion and Possible Action Re: Special Event Permit application from Matthew Giesfeldt for the Mama Goose Memorial Run/Walk, on Saturday, August 6 th from 9a.m.- 11 a.m. This will be the 14th year for the Mama Goose Run/Walk. All proceeds from the event go to the Carbone Cancer Center. The 5k course starts and ends at Veterans Park. There will be volunteers at every corner on the course. There will be no police officers controlling traffic for the event. On average, there are 100-150 participants. Motion by Touchett, seconded by Hoechst to approve a special Event Permit application from Matthew Giesfeldt for the Mama Goose Memorial Run/Walk, on Saturday, August 6th from 9a.m.-11 a.m. 6. Discussion and Possible Action Re: A temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Mid- Summer’s Night Market on August 6, 2022, from 3-9 p.m. (n+1) is requesting a temporary premises description amendment for a one (1)-day summer market. There will be vendors/makers and food trucks. Alcohol will be served on premise and consumed outdoors within the confines of the barricaded premise. There will be 3 musicians that play live music. The music is intended to be background music, not a concert Motion by Reekie, seconded by Touchett to recommend that the Common Council approve a temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Mid-Summer’s Night Market on August 6, 2022, from 3-9 p.m. Motion carried 3-0.  7. Discussion and Possible Action Re: A temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Christkindlmarkt on Saturday, November 26, 2022, from 10 a.m.-5 p.m. (n+1) is requesting a temporary premises description amendment for a one (1)-day Christmas market. There will be vendors/makers and food trucks. Alcohol will be served on premise and consumed outdoors within the confines of the barricaded premise Motion by Reekie, seconded Touchett to recommend that the Common Council approve a temporary premises description amendment for n+1 Coffee and Beer, LLC d/b/a (n+1) Café, located at 507 Bruce Street for the Christkindlmarkt on Saturday, November 26, 2022, from 10 a.m.-5 p.m. Motion carried 3-0. 8. Discussion and Possible Action Re: Special event permit application and Temporary Class “B” Fermented Malt Beverage license from Michael Obrien, Verona Wildcat Youth Hockey, for the Hometown Brewdown beer tasting event from 1 p.m.-6 p.m. on Saturday, September 24, 2022 This event is a craft beer fest, with proceeds going to the Verona Ice Arena. The applicant is expecting 50 breweries to participate. There will no wine sales this year. The organizers will be checking IDs and giving wristbands to attendees. The fencing and layout are consistent with past years. There will be a band, silent auction, games, and food for sale. Staff recommends approval contingent upon receipt of the certificate of insurance. Motion: Recommend that the Common Council approve a Special event permit application and Temporary Class “B” Fermented Malt Beverage license from Michael Obrien, Verona Wildcat Youth Hockey, for the Hometown Brewdown beer tasting event from 1 p.m.-6 p.m. on Saturday, September 24, 2022 contingent upon the receipt of the certificate of insurance. 2. Discussion and Possible Action Re: Ordinance No. 22-1010 Creating Section 10-1-13 (a) (239) of the code of ordinances relating to Required Stop on North Nine Mound Road This ordinance will place a stop sign where there is currently a yield sign at the corner of North Nine Mound Road and Northern Lights Road. Vehicles proceeding in a westerly direction on North Nine Mound Road shall stop before entering the intersection of North Nine Mound and Northern Lights Rd. Motion: Recommend that the Common Council approve Ordinance No. 22-1010 Creating Section 10-1-13 (a) (239) of the code of ordinances relating to Required Stop on North Nine Mound Road. 3. Discussion and Possible Action Re: Ordinance No. 22-1011 Amending Section 10-1-27 of the code of ordinances relating to Parking Prohibited Zones This ordinance will prohibit parking on the north side of Horizon Drive, beginning 292 feet east from the intersection with Enterprise Drive, easterly for a distance of 140 feet. This is a request from PC/Nametag as they are having difficulties getting deliveries to their business due to street parking in this area. Motion: Recommend that the Common Council approve Ordinance No. 22-1011 Amending Section 10-1-27 of the code of ordinances relating to Parking Prohibited Zones. 4. Discussion and Possible Action Re: Request for traffic control signage on W. Verona Ave. and N. Marietta St. A resident reported nearly being struck while crossing W. Verona Ave at N. Marietta St. The resident stated that crossing at this location has become difficult and more dangerous due to increased traffic in the area. They are requesting traffic control signage at that intersection.  ORDINANCE NO. 22-1010 AN ORDINANCE AMENDING SECTION 13 of CHAPTER 1 of TITLE 10, MOTOR VEHICLES AND TRAFFIC FOR THE CODE OF ORDINANCES OF THE CITY OF VERONA SECTION I The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Section 10-1-13(a)(239) of the Code or Ordinances of the City of Verona is created to read as follows (language added/language deleted): Sec. 10-1-13 Required Stops (a) East-West Streets. The following are required stops on east-west streets and roads within the City: (239) All vehicles proceeding in a westerly direction on North Nine Mound Road shall stop before entering the intersection of said street with Northern Lights Road. All other sections shall remain as previously adopted. The foregoing ordinance was duly adopted by the Common Council of the City of Verona at a meeting held on ______________, 2022. CITY OF VERONA Luke Diaz, Mayor (seal) Holly Licht, City Clerk ADOPTED: ____________ PUBLISHED: ORDINANCE NO. 22-1010 Required Stops 10-1-13(a)(239)  ORDINANCE NO. 22-1011 AN ORDINANCE AMENDING SECTION 27 of CHAPTER 1 of TITLE 10, PARKING PROHIBITED ZONES FOR THE CODE OF ORDINANCES OF THE CITY OF VERONA SECTION 10-1-27 The Common Council of the City of Verona, Dane County, Wisconsin, does ordain that Section 10-1-27 of the Code or Ordinances of the City of Verona is amended to read as follows (language added/language deleted): Sec. 10-1-27 Parking Prohibited Zones (a) Parking Prohibited at All Times. No person shall park, stop or leave standing any vehicle upon any of the following highways or parts of highways: (99) On the north side of Horizon Drive, beginning two hundred ninety- two (292) feet east from the intersection with Enterprise Drive, easterly for a distance of one hundred forty (140) feet.
