Call to order: Heather Reekie called the meeting to order at 6:30 p.m. 2. Roll Call: Heather Reekie and Phil Hoechst were present. Evan Touchett was absent and excused. Also present: City Clerk Holly Licht, Chief Bernie Coughlin and Lieutenant Jesse Christensen. 3. Public Comments: None 4. Approval of Minutes from the July 11, 2022 Public Safety and Welfare Committee meeting. Motion by Hoechst, seconded by Reekie to approve the minutes July 11, 2022 Public Safety and Welfare Committee meeting. Motion carried 2-0. 5. Discussion and Possible Action Re: Special event permit application and Temporary Class “B” Fermented Malt Beverage license from Michael Obrien, Verona Wildcat Youth Hockey, for the Hometown Brewdown beer tasting event from 1 p.m.-6 p.m. on Saturday, September 24, 2022 This event is a craft beer fest, with proceeds going to the Verona Ice Arena. The applicant is expecting 50 breweries to participate. There will no wine sales this year. The organizers will be checking IDs and giving wristbands to attendees. The fencing and layout are consistent with past years. There will be a band, silent auction, games, and food for sale. Staff recommends approval contingent upon receipt of the certificate of insurance. Christensen noted there will be 2 officers consistent with previous years. Motion by Reekie, seconded by Hoechst to recommend that the Common Council approve a special event permit application and Temporary Class “B” Fermented Malt Beverage license from Michael Obrien, Verona Wildcat Youth Hockey, for the Hometown Brewdown beer tasting event from 1 p.m.-6 p.m. on Saturday, September 24, 2022 contingent upon receipt of certificate of insurance and completion of background check. Motion carried 2-0. 6. Discussion and Possible Action Re: Ordinance No. 22-1010 Creating Section 10-1-13 (a) (239) of the code of ordinances relating to Required Stop on North Nine Mound Road This ordinance will place a stop sign where there is currently a yield sign at the corner of North Nine Mound Road and Northern Lights Road. Vehicles proceeding in a westerly  direction on North Nine Mound Road shall stop before entering the intersection of North Nine Mound and Northern Lights Rd. Motion by Reekie, seconded by Hoechst to approve Ordinance No. 22-1010 Creating Section 10-1-13 (a) (239) of the code of ordinances relating to Required Stop on North Nine Mound Road. Motion carried 2-0. 7. Discussion and Possible Action Re: Ordinance No. 22-1011 Amending Section 10-1-27 of the code of ordinances relating to Parking Prohibited Zones This ordinance will prohibit parking on the north side of Horizon Drive, beginning 292 feet east from the intersection with Enterprise Drive, easterly for a distance of 140 feet. This is a request from PC/Nametag as they are having difficulties getting deliveries to their business due to street parking in this area. Motion by Reekie, seconded by Hoechst to approve Ordinance No. 22-1011 Amending Section 10-1-27 of the code of ordinances relating to Parking Prohibited Zones. Motion carried 2-0. 8. Discussion and Possible Action Re: Request for traffic control signage on W. Verona Ave. and N. Marietta St. A resident reported nearly being struck while crossing W. Verona Ave at N. Marietta St. The resident stated that crossing at this location has become difficult and more dangerous due to increased traffic in the area. They are requesting traffic control signage at that intersection. The committee agree that no extra signage or traffic calming devices were needed at this intersection. Chief Coughlin stated that he would follow up with Public Works to see when the crosswalk was scheduled to be repainted. No action was taken. 9. Discussion and Possible Action Re: Special event permit application and Temporary Class “B” Fermented Malt Beverage license from Simeon Alder for the Madison 56ers Fall Invitational on Friday, September 9th-Sunday, September 11th The Madison 56ers will be selling beer at Reddan Soccer Park during their fall invitational. Service will be in plastic cups, the area will be fenced with a single layer, one in/out point, IDs will be checked by club volunteers, and they are requesting an officer onsite to direct traffic. Motion: Recommend that the Common Council approve the temporary Class “B” Fermented Malt Beverage license from Simeon Alder for the Madison 56ers Fall Invitational on Friday, September 9th-Sunday, September 11th. 2. Discussion and Possible Action Re: A special event permit application from Ryan Richards, World Triathlon Corp, for Ironman Wisconsin on Sunday, September 11 th from 8 a.m.-5:00 p.m. The cycling portion of the Ironman Wisconsin Race will pass through Verona twice. The first cyclist is expected to pass through the City around 8 a.m. and the last cyclist will pass through around 5:00 p.m. There will be several road closures and multiple officers directing traffic. Electronic sign boards will be placed on Main St. and E. Verona Ave. prior to the race to notify motorists of the race. Motion: Approve special event permit application from Ryan Richards, World Triathlon Corp, for Ironman Wisconsin on Sunday, September 11th from 8 a.m.-5:00 p.m., contingent upon receipt of certificate of insurance.
